City Council Finance Committee
Meeting Minutes
June 20, 2024
Councilmember Hoefner supports the update to the program for it to be provided by the Sister Carmen
Foundation.
Public Comments: None.
Recreation Center Renewal & Replacement Calculation:
The Director of Finance presented the Recreation Center Renewal & Replacement Calculation. Supporting
documentation was included in the meeting packet.
Committee Comments:
Councilmember Hoefner asked if staff needed input from the committee. The Director of Finance
responded that the reserve is working pretty well for the Recreation and Senior Center. He noted that the
intent of the reserve is to replace future items as they age to maintain a high -quality center.
Councilmember Kern asked if this was just an informational update. The Director of Finance confirmed
that this is an informational update.
Councilmember Hoefner asked if this is the type of asset management that has been discussed in other
areas of the city. He also asked if this could be considered a good example of how to plan for asset
replacement that could be adopted elsewhere. The Director of Finance indicated that this is a good example
of how to approach it.
Councilmember Hamlington asked if we monitor membership to ensure that equipment doesn't wear out
faster. The Director of Parks, Recreation and Open Space responded that the wear and tear and lifecycle
of the equipment is monitored rather than the number of people using the center.
Councilmember Kern asked what decreased the fund between 2023 and 2024. The Director of Parks,
Recreation and Open Space responded that fitness equipment turnover, shutdown projects, and capital
projects came in significantly higher than anticipated due to inflation. Because of this a few projects were
deferred into 2024 which would have impacted the funds.
Public Comments: None.
Monthly Revenue and Sales Tax Report:
Jess Zeas, Sales Tax Accountant Auditor presented the Monthly Revenue and Sales Tax Report. The report
was included in the meeting packet.
Committee Comments:
Councilmember Kern asked for more detail on the consumer use tax category that was significantly
reduced. There was one account that saw a large decrease that was appropriate for their usage, a new
business that had a high consumption to start and has now reduced to a typical burn rate.
5/81
