SUMMARY: <br />The applicant, Design Practice INC, representing East Street, LLC, requests approval of <br />a Final Planned Unit Development (PUD) and Final Plat to create 36 residential lots. <br />The lots will include a mix of 15, detached single-family homes and 21 townhomes units <br />with vehicular access provided to all units from a private loop road. Detached single- <br />family homes and townhomes are permitted uses in the Residential Medium -Density (R- <br />M) zone district. The applicant is requesting waivers to applicable yard and bulk <br />standards and subdivision design standards described below. <br />The Planning Commission recommended approval of the Preliminary PUD and Plat for <br />this project on October 12, 2023, with City Council approving on November 28, 2023. <br />No significant changes have been proposed by the applicant between the preliminary <br />and final process. <br />BACKGROUND: <br />The proposed development will be accessed via East Street with two access points <br />proposed connected by a private loop road. The site is bound on the north by the Pine <br />Street Plaza commercial area that is zoned commercial community (C-C), the west by <br />the BNSF railroad right-of-way that is zoned residential medium -density (R-M), and the <br />south by single-family detached homes which are zoned R-M. <br />The subject properties are not platted and contain 10 single-family detached units with <br />accessory structures originally built or relocated to the site between the 1900's and the <br />1960's. The Historic Preservation Commission approved the demolition of all structures <br />at 421 East St on July 17, 2023, and 533 East St on July 24, 2023. <br />PROPOSALS: <br />Final Plat <br />The request includes a proposal to subdivide the existing property into 36 residential <br />lots and 8 outlots (Outlots A-H). The residential lots range in size from 1,805 square -feet <br />to 3,698 square -feet. The combined outlots total 1.35 acres and contain private <br />roadways, parking areas, common open space, utilities, and drainage areas. The <br />outlots will be shared areas maintained by a required HOA and owned by East St, LLC. <br />A Subdivision Improvement Agreement (SIA) is currently under review outlining <br />maintenance and improvement responsibilities.
