MEETING MINUTES OF THE
LOUISVILLE HOUSING AUTHORITY
Tuesday, October 3,2006 at 8:00 a.m.
401 East Street
Sunnyside Community Room
Louisville, CO 80027

Commissioners Present: Jay Keany, Scott McKenzie, Terri Abbott, Doris Fasbender, Callan
Childs

Commissioners Absent: None.

Staff Present: Frank Alexander, Executive Director; Dorene Honeycutt, Administrative
Division Manager; Lisa Bangs, Accountant

Others Present: Sheri Marsella, Sean McCartney, Principal Planner for City of Louisville, Paul
Woods, Director of Planning for City of Louisville, Heather Balser

Meeting was called to order at 8:07 a.m. by Jay Keany, Chair.

Agenda was approved for the August 29, 2006 meeting.

Minutes were approved and unanimously passed.

Matter from Members of the Public: Sheri Marsella talked about ballot issue. Issue 2A is on
Nov ballot and allows Louisville to collect use tax. Used for items purchased outside the City
but are brought into Louisville. May bring in about $800K a year. Will not pay sales tax where
they purchase, it will have a "use" tax. It allows commercial ventures who don't pay sales tax to
the City of Louisville to pay their fair share. The biggest problem with this last year was that
people didn't understand it.

Directors Report: Frank Alexander

Frank talked about our Home-buyers program. BCHA started a volunteer foreclosure prevention
program, and have 11 people in training now. Boulder County is 2nd in the state for foreclosures.
Keep the word out there that people can help with foreclosure process. Weare trying to educate
people on those "exotic" mortgages and is a major contributor to why we have so many
foreclosures.

Metro Mayor Caucus loan? (Frank to ask Christopher about this); Louisville has been included
in this (CHF A?)? Information will be included in October 31, 2006 packet.
