Yes (City of Louisville does not have a way to <br />monitor this. Is not done through City. It is not a process City code addresses.) Would <br />this be an appropriate Land Use discussion since they are currently revising it? Paul will <br />flag this with Sam. <br />c) rental? (initially decided that we didn't want to have this in there, do we want it?) Put it <br />in there but do not act upon that. Planner talked to Carrie Degraw and she commented <br />on rental units. She thinks market will be oversaturated. In the next 10 years, rentals <br />may be in need again. If we do have a rental component, who would manage it? Keep <br />option in. <br /> <br />If someone built an SO unit place, with S being affordable. Manager of unit would have to <br />provide LHA with documentation that shows that they are complying. <br /> <br />d) reflective of the distribution ofthe project. Tighten up the language here. <br />e) Keep this in. There should be a process for the appeal. (Ask Sam for a recommendation) <br /> <br />How is IZ going to be enforced? LHA needs to make sure that this addressed. <br /> <br />f) discuss how the ordinance can be applied to applications at various stages of the <br />development review process <br /> <br />Heather will address these large issues with Sam. Email Heather comments on IZ by end of <br />week. Heather will sit down with Sam/Frank/LHA rep will sit down with Sam next week. Will <br />have update by Oct 2006. Next step, go to planning commission and then to City Council. <br />Planning commission can make changes/make recommendations. Send ordinance to Planning <br />commission for comments and/or questions. This will help the Planning commission understand <br />what it's about. Take to City Council in November if completed. <br /> <br />Be descriptive and as clear as possible with the Ordinance. Only concern is that in lieu of price <br />is so expensive that the developers raise the price enough to cover. McStain would negotiate the <br />cost of the land to offset the cost of affordable units. <br /> <br />Urban Renewal Authority Update: Heather Balser <br /> <br />Final action on Oct 17. It is a financing mechanism. This is a Tax Increment Financing (TIF). <br />In most communities, the Housing Authorities are pretty prominent in Urban Renewal areas. <br />Think about what LHA needs, education-wise, to stay abreast of what is going on. <br />
