He expressed disappointment with the results of their
conversation. She explained that she is currently at her budgeted staffing level and there
are no plans for increasing staff. Lathrop felt that this was unacceptable and promised to
investigate what the City of Louisville could do. He stated that the answer he always
receives is that a lot of problems will go away once the new Post Office opens. The new
Post Office could be eighteen to twenty-four months away, leaving the City of Louisville
to experience two more excessively busy holiday seasons with the current Post Office.
Lathrop stated that he witnessed a mail semi-truck driver yell at a long-time Louisville
resident today to get out of line and move his vehicle. The current situation is creating
traffic jams on public streets and leaving only illegal parking options for patrons wishing
to use the Post Office. Lathrop suggested that the City of Louisville join in a cooperative
effort with the business community and interested citizens to get the attention of the US
Postal Service.

Davidson asked for Council suggestions.

Lathrop stated that if the level of customer service improved, the parking problem would
go away because patrons are not in line for extended periods of time. He suggested
adding a temporary facility and/or additional staffing. The Post Mistress is limited by the
system, which is a monopoly and not a free enterprise. He suggested that patrons make
their concerns heard in an effort to influence the system. Lathrop stated that having a
truck driver yell at a long-time Louisville citizen is intolerable.

Howard stated that Council heard from a number of frustrated Louisville residents who
were concerned about Sam's Club coming to Louisville. He attended their grand opening
last weekend and was approached by citizens who were excited about the store and its

2
