Planning Commission <br />Staff Report <br />September 12, 2024 <br />SUMMARY: <br />The applicant, Construction Concepts, LLC, is requesting approval of a Planned Unit <br />Development (PUD) Amendment and Special Review Use (SRU) to allow outdoor <br />dining and outdoor miniature golf, with a bar and restaurant. The proposed development <br />will include a 728 square -foot addition to the existing structure that will accommodate <br />indoor virtual golf with a bar and restaurant. Exterior improvements will include outdoor <br />dining and seating areas with a 1,634 square -foot miniature golf course. <br />BACKGROUND: <br />The existing building and use were entitled as part of the George Oil PUD and Special <br />Review Use approved in 1988 which established a fueling station and grocery store on <br />the subject site. <br />The property is zoned Commercial Community (C-C) and is subject to the Downtown <br />Louisville Design Handbook ("Design Handbook") and Downtown Louisville Framework <br />Plan ("Framework Plan"). The Design Handbook and Framework Plan designate two <br />character areas in Downtown, the "Core Area" and the "Transition Area." The map <br />below shows the Core Area highlighted in blue and the Transition Area crosshatched. <br />The Core Area is the traditional business center for Downtown while the Transition Area <br />includes more of a mix of traditional commercial and residential uses. The Transition <br />Area features policies that mandate shorter building heights and reduced density when <br />compared to the Core Area.
