Revitalization Commission <br />Minutes <br />August 21, 2024 <br />Page3of9 <br />The report will be a sort of case study to help support downtown revitalization as the economy <br />and uses change, to make the Chase building a positive contributing property for downtown. <br />Mayor Leh commented this is intended to be collaborative with the property owner, but the <br />consultant is working for the commission. He noted that the duty of loyalty is to the commission <br />and there are multiple benefits to this project. <br />Commissioner Harald commented that this as the intent from the beginning; it's a partnership <br />with staff directly which rolls up to the LRC. <br />Chair Adler commented that the proposed agreement includes two meetings with the LRC as <br />well as a summary of findings and recommendations. <br />Commissioner Harald made a motion to approve contracting with Trestle Strategy Group as <br />described in the August 21st meeting memo to work on the Chase Bank project not to exceed <br />$15,000. Mayor Leh seconded. Roll Call vote: unanimously approved. <br />Public Comments: None. <br />Discussion and Re -approval of Funding for the Grea Fields Sculpture <br />The Economic Vitality (EV) Specialist reminded the LRC of the cooperative agreement entered <br />into in 2021 for public art in the South Street underpass. The original agreement was for <br />$11,500 and stated that the art would be completed in 2021. Due to delays by external parties, <br />the sculpture hasn't been completed. Necessary approvals have now been received and the <br />project is now able to be completed in 2025. The artist has updated the cost of completion to be <br />$13,880. If the LRC desires to fund the installation, both the LRC and City Council will need to <br />amend the cooperation agreement. If approved, staff will begin working on the amendment with <br />direction from LRC and will bring it back to the Commission with the upcoming budget <br />discussions. <br />Commissioner Comments: <br />Commissioner Tofte commented that working with BNSF has been very difficult and he's thrilled <br />that we're using the same artist to tie in with the existing art in the underpass. He supports this <br />request. <br />Commissioner Harald expressed support for re -approval of funding for the sculpture. <br />Commissioner Williams expressed support for re -approval of funding for the sculpture. She <br />asked for art projects to be added to the ongoing budget. She asked if the funding is still <br />available since the funding wasn't spent in 2021. The EV Manager responded that the funding <br />for this project was not re -allocated when it wasn't spent in 2021, and it wasn't included in the <br />budget previously discussed by the commission. She noted that an amended 2024 budget will <br />be brought forward to the LRC, and this item will be included in the proposed amendment. This <br />funding will be pulled from the LRC's current reserves. <br />Mayor Leh thanked Mr. Cathcart for reminding the LRC about its past commitment. He <br />expressed council's support for this project. <br />
