LCity,/ <br />Louisville <br />COLORADO • SINCE 1878 <br />LOUISVILLE REVITALIZATION <br />COMMISSION <br />SUBJECT: PROPOSED PUBLIC INFRASTRUCTURE AGREEMENT FOR <br />PROJECT AT 1303 EMPIRE ROAD BETWEEN LOUISVILLE <br />REVITALIZATION COMMISSION AND BASECAMP <br />LOUISVILLE, LLC <br />DATE: OCTOBER 30, 2024 <br />PRESENTED BY: VANESSA ZARATE, CECD, ECONOMIC VITALITY MANAGER <br />SUMMARY: <br />The Louisville Revitalization Commission (LRC) originally reviewed an application for <br />public infrastructure assistance for the Ironton Distillery Project at 1303 Main at the <br />August 2024 LRC meeting. At that meeting, the LRC directed staff to move forward with <br />a potential public infrastructure agreement for the project with a not -to -exceed amount <br />of $650,000. <br />Ironton Distillery plans to build a new distillery production facility, tasting room and event <br />center with indoor and outdoor public spaces within the urban renewal area at 1303 <br />Empire Road. The existing metal buildings on site will be demolished and replaced by <br />the new construction. In addition, the historic former Joe's Metal Shop will be relocated <br />from its current location at the former public works site and incorporated into the new <br />construction at this site This location would replace Ironton's current operation in the <br />RiNo neighborhood of Denver. <br />The project has received both City Council and Planning Commission approval. The <br />company anticipates starting construction in 2024, with a goal of opening in 2025.The <br />project plans on investing $8.5 million dollars on the site to build the project and <br />enhance the property with things such as lighting and landscaping. The project will hire <br />part-time and full-time employees once open. <br />The Ironton project will include investment in additional public infrastructure within the <br />urban renewal area. The major public improvement investments include Empire Road <br />improvements, a public multi -use path, drainage and irrigation ditch improvements, <br />landscaping, and water and sewer connections and upgrades. These improvements <br />include planting of trees, irrigation, rights -of -way work, utility work, a signalized <br />pedestrian crossing at Highway 42, an extension and improvement of soft -surface path, <br />drive access and road improvements. <br />Public Infrastructure Assistance Procedure <br />Per the policy for public infrastructure assistance, the process to be awarded assistance <br />is as follows: <br />Step 1: The LRC reviews the proposed project and applicant request. If the majority of <br />the LRC is supportive of the project, the LRC will provide guidance to Staff for <br />LOUISVILLE REVITALIZATION COMMISSION <br />
