He asked to add an Agenda Item "I" - Industrial Guidelines <br />Committee, as a discussion item. <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />David Sawyer, 2471 Franklin Avenue, Louisville, stated that he represents a group of <br />fifteen householders along Franklin Avenue who received, on February 19, a notice of <br />intent from the Parks & Recreation Department to put a concrete trail along their back <br />fence. The response from the householders along this road is very strong. They feel that <br />this is one of the unique vistas on the edge of Louisville, which actually looks over <br />completely pristine countryside as far as the eye can see. He stated that the homeowners <br />feel very strongly that the intended eight-foot wide, concrete trail across farmland would <br />severely change the way that they live in that area. Many homeowners don't have back <br />fences at all. They would like to keep their uncluttered vista. He stated that there was a <br />trail indicated in 1992 Master Plan, however, it does not resemble the trail that the Parks <br />& Recreation Department would like to put in. The trail indicated on the Master Plan is a <br />trail heading north across the field, but not along the backs of the houses. It is also <br />described in the legend as an off-street multi-use soft surface trail. According to the Parks <br />& Recreation Department secretary, there have been no published revisions to that <br />intended plan. He requested that Council make this an agenda item on the next City <br />Council meeting. He stated that they feel that the intention to put the trail down is rather <br />abrupt and hasn't been subject to the correct public comment. <br /> <br />Becky Bowers, 2541 Franklin Avenue, Louisville, stated that she also lives along <br />Franklin Avenue and was pretty shocked to get this letter on February 19 about putting in <br />a trail. They have had no notice and no time to comment. She stated that they are <br />requesting at least a time to comment and a time to look at the property to see where a <br />trail might go and how it might accommodate both the City of Louisville and the <br />neighbors. She described the area as agricultural and stated that it has been open for <br />many, many years. She felt that putting a trail right outside their fence or their property <br />would disturb the area.
