LCity,/ <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 7B <br />SUBJECT: RESOLUTION NO. 60, SERIES 2024 — A RESOLUTION <br />APPROVING AN AMENDMENT TO THE <br />INTERGOVERNMENTAL AGREEMENT WITH BOULDER <br />COUNTY FOR LAW ENFORCEMENT DISPATCH SERVICES <br />DATE: DECEMBER 3, 2024 <br />PRESENTED BY: RAFAEL GUTIERREZ, CHIEF OF POLICE <br />SUMMARY: <br />A proposed Amendment to an existing Intergovernmental Agreement between the City <br />and Boulder County authorizing the City to utilize the Law Enforcement Dispatch <br />services of the Communications Center for the dispatching of Police Department <br />resources to respond to emergency and non -emergency public safety calls. The <br />services also allowing for the tracking and recording of officer activity. The previously <br />entered into agreement between the Boulder County Sheriff's Office and the City of <br />Louisville Police Department was dated January 1, 2021. The City does not operate its <br />own dispatch center. <br />This proposed amendment is to establish the dispatch service fee to be paid by the City <br />for the period January 1, 2025 to December 31, 2025. The proposed fee for these <br />services during this period is $368,514.16. <br />The City's payment obligations under the IGA are payable in the fiscal year for which <br />funds are appropriated for the payment thereof. The City's obligations under the IGA <br />shall be from year to year only and shall not constitute a multiple -fiscal year direct or <br />indirect debt or other financial obligation of the City within the meaning of Article X, <br />Section 20 of the Colorado Constitution. <br />FISCAL IMPACT: <br />$368,514.16 for 2025 (included in the City's 2025-2026 adopted budget) <br />PROGRAM/SUB-PROGRAM IMPACT: <br />Public Safety and Justice -Patrol and Investigation: maintains community safety <br />capabilities to respond efficiently to public safety calls for service and manages officer <br />initiated activity. <br />RECOMMENDATION: <br />Staff recommends approval of the agreement <br />ATTACHMENT(S): <br />1.
