Mayor Sisk encouraged the Home Owners Association to notify and inform the neighborhoods, Monarch Schools and Avista Hospital of the potential impact and of the public hearing before the County Commissioners. MOTION: Mayor Pro Tem Brown moved for the approval of a professional services contract with Energy & Resource Consulting Group, LLC for review of Xcel's proposed Foothills Compressor Station Facility Application. Council member Sackett seconded the motion. Roll call vote was taken. The motion carried by a vote of 7-0. APPROVAL OF PROFESSIONAL SERVICES CONTRACT WITH WEMBER, INC. FOR PROJECT MANAGEMENT SERVICES FOR CITY HALL RENOVATION Mayor Sisk requested a Staff presentation. Deputy City Manager Boyd stated the City Hall renovation project is underway. The design development drawings are 50% completed. The Construction Manager/General Contractor, Pinkard Construction Co. will provide the preliminary pricing on April 26, which will be presented to the Council on May 2. Staff received a proposal from Wember, Inc. for project management services for the City Hall renovation, with many of the same responsibilities performed for the construction of the library building. Paul Wember and Kevin Gibbs would perform the work beginning immediately with preparation of project budget, master schedule and phasing plan. The proposal includes hourly charges for both Kevin and Paul, with a not to exceed amount of $29,700, plus expenses. Kevin Gibbs is involved primarily at the beginning of the project, and Paul Wember attends Owner/Architect/Contractor meetings and reviews work done and recommends payment of bills. Staff has confidence in the value of the services Wember, Inc. will provide. The City Hall renovation will be a complicated project due to the extensive remodel of all building systems (HVAC, electrical, office changes, technology components) and the need to remain open for business during the project. A knowledgeable project manager will help to facilitate the process. Staff recommended the City enter into an agreement with Wember Inc. for Project Management Services for the City Hall Renovation project, in an amount not to exceed $31,100 ($29,700 in fees and $1,400 in expenses).
