He thanked the <br />City for their work on the project. <br />Mayor Sisk encouraged the Home Owners Association to notify and inform the <br />neighborhoods, Monarch Schools and Avista Hospital of the potential impact and <br />of the public hearing before the County Commissioners. <br />MOTION: Mayor Pro Tem Brown moved for the approval of a professional <br />services contract with Energy & Resource Consulting Group, LLC for review of <br />Xcel's proposed Foothills Compressor Station Facility Application. Council <br />member Sackett seconded the motion. Roll call vote was taken. The motion <br />carried by a vote of 7-0. <br />APPROVAL OF PROFESSIONAL SERVICES CONTRACT WITH WEMBER, <br />INC. FOR PROJECT MANAGEMENT SERVICES FOR CITY HALL <br />RENOVATION <br />Mayor Sisk requested a Staff presentation. <br />Deputy City Manager Boyd stated the City Hall renovation project is underway. <br />The design development drawings are 50% completed. The Construction <br />Manager/General Contractor, Pinkard Construction Co. will provide the <br />preliminary pricing on April 26, which will be presented to the Council on May 2. <br />Staff received a proposal from Wember, Inc. for project management services for <br />the City Hall renovation, with many of the same responsibilities performed for the <br />construction of the library building. Paul Wember and Kevin Gibbs would perform <br />the work beginning immediately with preparation of project budget, master <br />schedule and phasing plan. The proposal includes hourly charges for both Kevin <br />and Paul, with a not to exceed amount of $29,700, plus expenses. Kevin Gibbs is <br />involved primarily at the beginning of the project, and Paul Wember attends <br />Owner/Architect/Contractor meetings and reviews work done and recommends <br />payment of bills. <br />Staff has confidence in the value of the services Wember, Inc. will provide. The <br />City Hall renovation will be a complicated project due to the extensive remodel of <br />all building systems (HVAC, electrical, office changes, technology components) <br />and the need to remain open for business during the project. A knowledgeable <br />project manager will help to facilitate the process. <br />Staff recommended the City enter into an agreement with Wember Inc. for <br />Project Management Services for the City Hall Renovation project, in an amount <br />not to exceed $31,100 ($29,700 in fees and $1,400 in expenses). <br />
