<br /> City Council <br /> Meeting Minutes <br /> November 8, 2006 <br /> Page 6 of 13 <br /> Council Member Clabots voiced his concern the turn over on commercial <br /> properties would occur more than once during the twenty five year period. <br /> Council Member Yarnell was not convinced of the need for the urban renewal <br /> authority or the plan. She asked about operating costs and support services for <br /> the revitalization commission and the urban renewal plan. <br /> Mayor Sisk responded the operating cost and support services for the <br /> revitalization commission could vary over the years depending on the level of <br /> development. <br /> Council Member Marsella was impressed by the cooperation of the LRC with the <br /> Fire District, the Boulder County Commissioners and City Council. She urged <br /> Council to approve the opportunity and noted it may not occur again. <br /> Mayor Sisk stated the urban renewal plan is a threshold opportunity for the City <br /> of Louisville. He noted if this plan is not approved before December 13th, it will <br /> be two more years before another p~an can be presented to the Council. He <br /> expressed his desire that Louisville make the planning decisions for the area. <br /> Sisk stressed the funds would not bE~ depriving the County, and would allow <br /> businesses to stay open and providE~ needed infrastructure. He suggested <br /> Louisville needs to be competitive with surrounding communities. He stated <br /> Council would have ultimate authority and responsibility. He cited several areas <br /> that had success with urban renewal. He felt this opportunity would allow <br /> Louisville to move forward in a positive manner. <br /> Council Member Sackett disagreed the urban renewal plan is the only way to <br /> reach the objective. He suggested the City could make a better decision in two <br /> more years. He opposed the urban renewal development plan. <br /> Council Member Brown stated his desire to guide the development according to <br /> the wishes of the City of Louisville. He noted a developer will not put in the <br /> needed infrastructure. He expressed the need to take affirmative action to create <br /> the Louisville of the future. <br /> Mayor Sisk requested public commEmt, and hearing none closed the public <br /> hearing. <br /> MOTION: Council Member Brown moved Council approve Resolution No. 36, <br /> Series 2006 making legislative findings determining an area within the City of <br /> Louisville to be a blighted area and appropriate for inclusion in an Urban <br /> Renewal Project seconded by Council Member Marsella. Roll call vote was <br /> taken. The motion failed by a vote of 3 to 4. No votes: Yarnell, Muckle, Clabots <br /> and Sackett. <br />
