A total of 56 parking spaces are being provided. Based upon the Commercial <br />Development Design Standards & Guidelines standard, the retail building is required to <br />provide 4.5 spaces per 1,000 SF and the bank is required to provide 4 spaces per 1,000 SF <br />for a combined total of 53 spaces. <br /> <br />A photometric plan has been submitted and revised to reduce the illumination levels, <br />which are now in compliance with the Commercial Development Design Guidelines and <br />Standards. The photometric proposes the use of 13 pole-mounted fixtures. The lights are <br />proposed at an overall height of 20' with 250-watt metal halide lamps. The Commercial <br />Development Design Standards & Guidelines provide a maximum pole height of 24' with <br />metal halide lamps not to exceed 400 watts. A total of 9 low-level bollard light fixtures <br />are proposed for the pedestrian plaza. A total of four, 100 watt, wall mounted fixtures are <br />proposed on the east elevation of the mixed-use building. The revised PUD does account <br />for lighting levels underneath the canopy structure. The canopy will utilize four, 42 watt <br />recessed can lights which maintain light levels in compliance with the Commercial <br />Development Design Standards & Guidelines. <br /> <br />The revised PUD has incorporated the following sign criteria: <br /> <br />1. All signs are to be located on the stucco sign band. <br />2. All signs will be subject to a uniform, two color standard, either a garnet or a white. <br /> Letter heights will be restricted to 18", if the sign has two rows of lettering the <br /> maximum height would be 12". <br />3. Comer tenants are allowed not more than two signs, one per building frontage. Non- <br /> comer tenants are allowed one sign. <br />4. No signage shall be allowed on the east elevation of the mixed-use building. <br />5. The bank building shall be limited to a total of three signs. <br /> <br />The affect of the stated sign criteria will restrict both the number and area of allowed <br />signs to a maximum that is well below the Commercial Development Design Standards <br />& Guidelines requirements. Given that half of the building frontage is not eligible for any <br />signage, and that maximum number of signs allowed is more restrictive than the <br />Commercial Development Design Standards & Guidelines, the project sign total will be <br />well below what the Commercial Development Design Standards & Guidelines would <br />otherwise allow. No monument signs are being requested. <br /> <br />The Planning Commission held both a preliminary and a final public hearing on the <br />proposal. The Commission voted 7:0 to approve Resolution No. 2, Series 1999, for the <br />preliminary on January 12, 1999. The final PUD was acted upon by the Commission on <br />March 9, 1999 when the Commission approved Resolution No. 18, Series 1999 by a vote <br />of 4:0 to forward a recommendation of support, with conditions, to the Council. The <br />revised PUD reflects compliance with all conditions of Commission approval; therefore <br />the PUD comes forward without any conditions of approval. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />15 <br /> <br /> <br />
