SUBJECT: EXPLORATION OF POTENTIAL NEW REVENUE SOURCES - CAPITAL <br />DATE: MAY 15, 2025 <br />For more information: <br />Capital Bond Exploration I Lafayette Listens <br />Louisville <br />Louisville's 2021 Measure 2A Transportation Improvements <br />Measure Did Not Pass (57% No, 43% Yes) <br />In November 2021, Louisville residents voted against a ballot initiative that would've <br />financed transportation projects for the city, including the construction of new <br />underpasses and pedestrian walkways. <br />The ballot initiative was created after the City of Louisville gathered input from residents <br />over the course of 18 months in order to ascertain which areas of the city the public <br />thought needed development. After several meetings, it was decided that building new <br />bike paths, trails, pedestrian ways and six underpasses would best serve residents and <br />improve overall transportation in the city. <br />In order to fund the proposed construction costs, the city of Louisville's debt would have <br />been increased by $51,420,000, with the overall repayment cost for the debt capped at <br />$90,240,000. Property taxes were proposed to increase up to $3,786,000. property tax <br />up to 5.450 mills. <br />Source: Colorado Hometown Weekly - Link <br />Louisville's 2016 Measures 2A and 2B — Recreation and Senior Center and Memory <br />Square Pool Improvements and Maintenance <br />Both Measures Passed <br />Measure A — Recreation Center Expansion Tax (61 % Yes, 39% No) <br />Measure B — Maintaining Recreation Center Tax (62% Yes, 38% No) <br />In November 2016, Louisville residents voted to approve two measures in support of <br />recreation. Measure 2A proposed an increase in city debt and property taxes to <br />construct, expand and renovate the Louisville Recreation/Senior Center and pool facilities <br />at Memory Square Park. While Measure 2B, a sales tax, was proposed to offset the <br />expansions' anticipated increase in operational costs. <br />Source: Daily Camera - Link <br />The Town of Superior — Measure 3B — Sales Tax Increase <br />In November 2024, Superior residents approved Measure 3B with 53.75% voting Yes, to <br />46.25% voting No which increased Sales and Use Tax by 0.315% to fund improvements, <br />construction and renovation of pools, parks and playgrounds as well as improves streets <br />and sidewalks. <br />FINANCE COMMITTEE COMMUNICATION <br />14/107 <br />
