He added that staff will be <br />working through this and noted that we aren't at max capacity yet, but this question will be an emphasis <br />during the long-term planning for both facilities. He also commented that a lot of the Recreation Center <br />growth has to do with families moving back to the area after rebuilding from the Marshall Fire. He <br />expressed appreciation that council is considering this question. <br />Councilmember Hoefner agreed with the Director of Parks, Recreation and Open Space, adding that it's a <br />testament to staff that they have created a place people want to go. <br />Public Comments: None. <br />2024 Operational Turnback Update: <br />The Director of Finance presented an update on Operational Turnback to the committee. The <br />documentation was included in the meeting packet. <br />Committee Comments: <br />Councilmember Cooperman commented that the future modeled numbers are very consistent while past <br />actuals are not as consistent. The Director of Finance responded that the challenge with this report is you <br />have to look year to year at what is driving the variants. He commented that he suspects, for example, <br />that 2021 was very busy golf year which was unexpected. He also noted that when considering turnback, <br />you would want to consider multiple years, for instance, a 5-year average and smooth it out variances. <br />Given recent events which affected the City, such as the Marshall Fire and the pandemic, it is challenging <br />to have good historical data to project forward. <br />Councilmember Hoefner asked if there are alternative approaches to projecting turnback, such as a trailing <br />5-year average or something else. The Director of Finance responded that we look at this every year, <br />noting that this is just anticipated savings projected out into non -budget years. He added that there are <br />different ways to do it but it's just a multi -year forecasting and projecting tool. <br />Public Comments: None. <br />Finance Director Updates: <br />The Parks Long Term Forecast / Structural Issue was scheduled for the next meeting; however, the <br />Director of Parks, Recreation and Open Space is not available for the May meeting. Therefore, this item <br />will be moved to the June Finance Committee meeting. <br />The Director of Finance acknowledged the Finance Team's recent achievements — GFOA's Certificate of <br />Achievement in Excellence in Financial Reporting (related to the 2023 ACFR), and the GFOA's Distinguished <br />Budget Presentations Award (2025-2026 Biennial Budget). <br />The City recently made the change to weekly check runs and is already seeing benefits of smoothing out <br />the workload and paying vendors more quickly. <br />6/107 <br />
