LCity,/ <br />Louisville <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5A <br />COLORADO • SINCE 1878 <br />SUBJECT: PARKS, RECREATION AND OPEN SPACE DEPARTMENT LONG- <br />RANGE PLAN AND TRAILS MASTER PLAN <br />DATE: MAY 6, 2025 <br />PREPARED BY: BRYON WEBER, PROS PROJECT MANAGER <br />PRESENTED BY: ADAM BLACKMORE, PROS DIRECTOR & BRYON WEBER, PROS <br />PROJECT MANAGER <br />SUMMARY: <br />Staff requests Council approve a consulting contract with DTJ Design Inc. (DTJ) for the <br />purpose of developing an updated Long -Range Plan and a Trails Master Plan, <br />respectively, for the Parks, Recreation and Open Space (PROS) Department and its <br />divisions — Parks, Recreation & Senior Services, Open Space and the Coal Creek Golf <br />Course. <br />The goal of the Long -Range Plan is to complete a high-level analysis of each of the PROS <br />division's existing facilities, amenities and services, developed parks, and open space <br />properties. This plan will be informed by robust public engagement strategies that capture <br />the community's needs, desires and priorities for each PROS division going forward. <br />Similarly, the Trails Master Plan will include analysis and public input specific to the City's <br />trail system and result in prioritized needs and desires for the on -going planning, <br />development and management of the trail network and related topics. <br />The planning contract is to be primarily facilitated by DTJ who will then oversee a team of <br />five subconsultants with varied expertise. DTJ is a multi -disciplined planning, architecture, <br />landscape architecture and urban design firm whose consulting practice ranges from <br />community planning to amenity design (including golf) to parks and open space. <br />Supporting the DTJ team will be: <br />• ERO Resources — local experts in the environmental, open space and natural <br />resources topics that will direct many aspects of both plans <br />• Ballard*King — specialists in recreation planning and administration <br />• Toole Design Group — offering technical assistance on the trails master plan <br />• RRC Associates — providing community research and a statistically valid survey <br />• Studio 6 — supporting implementation of the public outreach and community <br />engagement essential for successful completion of both plans <br />If approved, the work is expected to take place over the next 14-18 months, with adoption <br />of both plans taking place in the second half of 2026.
