Second Reading Amendments <br />Ordinance No. 1897, Series 2025 is revised to read as follows (second reading <br />amendments are shown in bold underline and bold strm ,o,,..+): <br />ORDINANCE NO. 1897 <br />SERIES 2025 <br />AN ORDINANCE AMENDING TITLE 17 OF THE LOUISVILLE MUNICIPAL CODE <br />CONCERNING PARKING MINIMUMS FOR MULTIFAMILY AND ADAPTIVE REUSE <br />DEVELOPMENT <br />WHEREAS, the City of Louisville (the "City"), is a Colorado home rule municipal <br />corporation duly organized and existing under laws of the State of Colorado and the City <br />of Louisville Home Rule Charter (the "City Charter"); and <br />WHEREAS, the Colorado General Assembly enacted House Bill 24-1304, codified <br />in Section 29-20-115, Colorado Revised Statutes, concerning parking requirements <br />within Metropolitan Planning Organizations; and <br />WHEREAS, House Bill 24-1304 requires local governments within Metropolitan <br />Planning Organization areas, including the City, to eliminate minimum parking <br />requirements for certain new multifamily residential developments and adaptive reuse <br />projects within designated transit areas; and <br />WHEREAS, the City recognizes that reducing or eliminating parking minimums in <br />strategic locations supports goals of increasing housing affordability, encouraging transit - <br />oriented development, promoting environmental sustainability, and complying with state <br />law; and <br />WHEREAS, after a duly noticed public hearing held May 8, 2025, where evidence <br />and testimony were entered into the record, including the Louisville Planning Commission <br />Staff Report dated May 8, 2025, the Louisville Planning Commission has recommended the <br />City Council adopt the amendments to the Louisville Municipal Code set forth in this <br />ordinance; and <br />WHEREAS, City Council has provided notice of a public hearing on said ordinance <br />by publication as provided by law and held a public hearing as provided in said notice; and <br />WHEREAS, the City Council finds it necessary and appropriate to amend Title 17 of <br />the Louisville Municipal Code to conform with the requirements of House Bill 24-1304 and <br />to support broader community goals for mobility, housing, and sustainability by eliminatinq <br />minimum parking requirements for new multi -unit or multifamily residential <br />developments and adaptive reuse projects throughout the City. <br />Ordinance No. 1897, Series 2025 <br />Page 1 of 8 <br />
