new hospital campus within the Redtail Ridge development on Lot 1, Block 2 of Redtail <br />Ridge Filing No. 1. The following summarizes the proposed amendments: <br />Avista Adventist Hospital GDP, Amendment No. 2 <br />• Reduce the maximum building area allowed from 750,000 sq. ft. to 398,694 sq. <br />ft., which represents existing development within the GDP boundary. <br />• Dedicate to the City an approximately 7.5-acre parcel for use as Open Space, <br />noted as Lot B on proposed GDP amendment (proposed Lot B). <br />• Modify the building setbacks adjacent to Lot B to be 5' for parking and drive <br />aisles and 20' for buildings. This replaces a 50' setback for two-story buildings <br />and 100' setbacks for three-story buildings on north side of the development, and <br />a 75' setback for all buildings on the northwest side development, but will <br />increase overall setbacks from adjoining residential development when taking <br />into consideration the Lot B dedication. <br />ConcoPhillips Campus GDP, Amendment No. 1 <br />• Add 364,400 sq. ft. of allowed development area to the Lot 1, Block 2 of Redtail <br />Ridge Filing No. 1, which was purchased by Portercare Adventist Health <br />Systems. The building area allowance would be in addition to the maximum <br />2,542,380 sq. ft. of allowed building area within the Redtail Ridge development, <br />bringing the total development cap to 2,906,780 sq. ft. The Avista Adventist <br />Campus GDP would remove 351,306 sq. ft. of future development potential from <br />that GDP area, resulting in a 13,094 sq. ft. net increase in development areas <br />between the two GDP areas. <br />• Establish three height zones for: <br />O 2-3 story buildings (maximum of 45' tall, 50' to parapet, 65' to mechanical <br />screen), <br />O 4 story buildings (maximum of 60' tall, 65' to parapet, 80' to mechanical <br />screen), and <br />O 5 story buildings (maximum of 85' tall, 90' to parapet, 105' to mechanical <br />penthouse). <br />• Establish building massing standards to ensure architectural interest and <br />moderate visual impacts of taller building elements. This includes design <br />standards for building projections and building step -back standards for building <br />elements above 45' in height. <br />BACKGROUND <br />Avista Adventist Hospital GDP <br />The original Avista Adventist Hospital campus was annexed into the City in 1986 and <br />zoned Agriculture. The property was then platted and developed as the Centennial <br />Health Park, starting in 1987. There have been six subdivision plat amendments, with <br />the last amendment taking place in 2002. The subdivision plats have resulted in the <br />establishment of multiple parcels for the development of medical facilities and offices, <br />public utility and access easements, and right of way dedication for Health Park Drive. <br />• 1987 — Health Park Subdivision Filing No. 1 <br />• 1988 — Health Park Subdivision Filing No. 2 <br />2 <br />
