Cityof <br />I <br />Louisville <br />PARKS & RECREATION <br />Memorandum <br />To: Open Space Advisory Board (OSAB) <br />From: Ember Brignull, Open Space Coordinator <br />Date: March 9, 2011 <br />Re: North End Phase 2- Preliminary PUD, GDP & Plat Review <br />Background: <br />The Parks & Recreation Department has reviewed the North End Phase 2 <br />Preliminary PUD, GDP and Plat dated January 7, 2011. Staff comments (Memo <br />dated February 24, 2011) and a portion of the plan set have been provided in the <br />OSAB packet for board review. A complete plan set can be reviewed at the following <br />locations: Parks & Recreation Building (717 Main Street), Louisville Library (951 <br />Spruce Street) or the City Hall (749 Main Street). <br />OSAB comments and recommendations regarding the North End Phase 2- <br />Preliminary PUD, GDP and Platt must be finalized during the March, 9th 2011 board <br />meeting. OSAB comments will be reviewed by staff and incorporated into the final <br />Parks & Recreation Memo that will be submitted to the Planning Department on <br />Friday, March 11th2011. <br />If City staff members or the Planning Commission do not concur with OSAB's <br />preliminary comments, OSAB may request reconsideration of their <br />recommendation(s) upon Final Plan review. The Final Plan review phase must occur <br />within one year of approval of the Preliminary Plan. <br />Changes and New Materials Pertinent to OSAB Review: <br />The previously approved PUD has been updated and the following changes are <br />pertinent to OSAB: <br />• Additional land dedication as a result of the replat of outlots K and H. <br />The Hecla Reservoir Feasibility Report has also been provided. Specific comments <br />related to this report have not been included in the staff comments at this time. A <br />consultant will be hired to review and make recommendations related to the Hecla <br />Reservoir Feasibility Report. Developer recommendations presented in the report <br />pertinent to OSAB include: <br />• Proposed status of Hecla Dam as non jurisdictional and low hazard. <br />This status is supported and approved by the State Engineer's Office. <br />
