City Council <br />Study Session Summary <br />May 10, 2011 <br />Page 5of 6 <br />conscious of completing any street work on garbage pickup days. There was a <br />recent example of this where a trash truck drove down a street and caused some <br />damage to the recently applied crack seal. Staff explained that due to the <br />condition of the pavement and of the old chip seal, sections of the new crack seal <br />and old chip sealhad indeed been pulled up. <br />Update/Discussion –Downtown Drainage <br />David Thompson, Senior Civil Engineer, presented information on two projects <br />underway between the City and Urban Drainage and Flood Control. The first <br />project is to improve the drainage facilities within Drainageway A-2 which is east <br />and west of the railroad tracks. Funding for the project is shared 50/50 between <br />the City and Urban Drainage. The project focuses on reducing the size of the <br />flood plain in the downtown area. David presented 4 different alternativesfor <br />diverting storm water in the event of a major storm event.The goal of Public <br />Works staff is to move this project along and City staff will be coordinating with <br />Boulder County and the City of Lafayette. There are obstacles in completing this <br />project pertaining to possibly sending storm water into jointly owned open space, <br />Harney Lastoka, and responding to concerns from Boulder County and Lafayette <br />that the project is altering historic drainage. Other obstacles are that in selecting <br />a final design, they may run into underground utilities or have to go deeper. <br />Mayor Sisk asked staff to know what ramifications would be within the City limits, <br />where is the flood plain now and how are we reducing the foot print? David <br />confirmed the goal of the project is to eliminate the flood plain west of Highway <br />42. <br />Planning Director Russ asked about the timing of this project as it relates to the <br />Highway 42 Revitalization design and project. In response, David confirmed <br />staff will press forward with the design and plans to have minimal impact on <br />Highway 42 development. Public Works will work closely with the Planning <br />Department on the timing of both projects. <br />The second project, the Storm Drainage Design and Technical CriteriaManual is <br />currently being updated. The updated manual will include a new drainage policy <br />which addresses downtown redevelopment where no storm water detention <br />facilities or water quality features currently exists. If the downtown area is given <br />an exception to providing water quality features then it will fall upon the City to <br />provide water quality mitigation prior to the water runoff reaching Coal Creek or <br />the Open Space. There was a brief discussion that followed amongst Council <br />and staff. <br /> <br />
