He addressed the content of the material distributed by <br /> Mr. Sobel and was surprised a FCC Commissioner has left to work for Comcast. He <br /> would followup on the Comcast notification process. <br /> Mayor Sisk explained the City of Louisville had the right of first refusal to purchase <br /> property owned by Xcel Energy. He reported the City will not pursue the property <br /> acquisition. <br /> CITY MANAGER'S REPORT <br /> Deputy City Manager Balser asked Public Works Director Phare to update Council on a <br /> Consent Agenda Item The Independent Contractor Agreement for Professional <br /> services for the McCaslin /Dillon Intersection. <br /> Public Works Director Phare explained the project will provide an additional westbound <br /> lane on Dillon Road. Currently there are three lanes; one a dedicated left turn lane, one <br /> a left turn lane and thru lane (shared) and one a right turn lane. There is a split phase <br /> operation on the traffic signal. Adding the additional lane will allow two westbound to <br /> southbound left lanes and one thru lane and the split phase traffic signal will be <br /> removed. It is intended to improve the capacity of the intersection. The professional <br /> engineering services will lay out the intersection; determine what will fit, and what will <br /> not and whether additional R -O -W is needed. <br /> Deputy City Manager Balser noted the McCaslin project is a $900,000 project; 80% or <br /> $720,000 is federally funded. <br /> Mayor Sisk asked why Consent Agenda Items 4 -D and 4 -E for consulting service for <br /> AECOM Technical Services and Bates Engineering Contracts were not put out for bids, <br /> RFP or RFQ. <br /> Public Works Director Phare explained AECOM has the best resident knowledge of the <br /> City's water rights and water resources. Water resource engineering is a specialty and <br /> it is very difficult to attain the knowledge base for municipal clients. Historically, the City <br /> has not competitively bid water resources because of the conflict of interest issue. <br /> Mayor Sisk requested such contracts be discussed with Water Committee. <br /> Public Works Director Phare addressed the Bates Engineering Contract, and explained <br /> the $4,000 contract is for a technical structural analysis of a City water storage tank. He <br /> noted the contract did not go to bid because the contractor has been used before and is <br /> familiar with this particular water storage tank. <br /> Mayor Sisk recommended whenever there is a single source contract award, the Staff <br /> present the reasons behind the single source award. <br />
