He stated that he is not opposed to people trying to join the <br />economy and the Daily Camera should be proud of their attempts to help people attain <br />that goal. He expressed concern that competition could develop for the more visible, <br />valuable corners and questioned how that could be controlled. <br /> <br />Sisk moved that Council approve Ordinance No. 1311, Series 1999 - An Ordinance of <br />the City of Louisville Prohibiting Solicitation on or Near Public Streets or Highways as <br />amended on second reading to include US Highway 36 and State Highway 42, seconded <br />by Mayer. <br /> <br />Levihn asked for clarification that this would include the intersection at South Boulder <br />Road and McCaslin. <br /> <br />Sisk replied that the intersection was included and stated that he expects the Ordinance <br />will require modifications once the Northwest Parkway is complete. <br /> <br />Light explained that there are two components to the Ordinance. The first part prohibits <br />the soliciting on any street in the City, as long as the activity requires someone to enter a <br />travel lane or stand on a median. There is an additional restriction that prohibits, in <br />general, the solicitation from any person who is on one of the state highways, irrespective <br />of whether they step into a travel lane. He explained that that restriction applies to US <br />Highway 36 and State Highway 42 and is geared toward preventing driver distraction on <br />high-speed highways. <br /> <br />Roll call was taken.
