Building Code Board of Appeals Minutes June 16, 2005 Page 3 of 5 Mike Jones states that Markel very familiar with Green Points. The City of Boulder is throwing out their Green Points program and going to a more mandatory system. This is because builders are picking & choosing what they are going to do. Scott Robson says Boulder is mandating some items or "points" on their list because they were not seeing energy reduction. Elizabeth Vastka is the Boulder contact person. We are looking for a dialog on some ideas & concerns that this Board might have. Matthew Berry says projects seem to be engineered this way anyways. The "typical" house does not exist anymore. Mark Persichetti asks if this Board had any issues with solar access? Mike Jones says no, only one appeal from State Farm on a roof. The Kreutzman house at 812 LaFarge is causing a "stink" with some of the neighbors with shadowing, but that is it. Mark Persichetti asks if there are any variances? Mike Jones says only with the set backs. Laura Page says she is looking for consistency from community to community. Roof pitches, solar voltaic, pipe alignments for future solar voltaic installations. Mike Jones states that there needs to be a happy medium on self policing or we don't have to do the enforcing. Laura Page asks if it is possible to have builders do independent inspections. Garrett Mundelein says that looking at tagging onto fees of inspections may not be a huge thing. Robert Van Pelt asks if we are looking for consistency with other cities? Scott Robson says Don Brown is our liaison City Councilman with other cities and local governments. Robson then reads part of an email from Don Brown's findings. Mike Jones asked if Lafayette is involved at all. Robson doesn't know. Mike Jones states that at our next meeting we will invite Markel and a developer from a large north Boulder project. Robson asks what is the process this Board will play in this new issue? Jones states we will boil down the issues and create a code as an amendment in Ch. 15 of the Municipal code. Robson adds that perhaps a study session with both Boards and councilman Dave Clavots, would be good for the April meeting. Robson asks when it would be possible for the issues to be resolved? Jones states it would be reasonable to present to the Council in late June, with approval possible as early as late July to August. Mark Persichetti says it would be a shame to miss this chance for energy conservation with this last, big project for Louisville, and perhaps there may be more details than he himself had inticipated. Laura Page asks what is the Board's opinion on supporting line items with appliances, light bulbs, and supportin~ HVAC systems for future solar access items? Jones says let's meet April 19t , bring in Markel, Coasts to Coast and we can decide then. We will present to council on the May 8th meet at the earliest. All the Board agreed. Lynn Tennant asks about remodels. Mark Persichetti says roof, walls, windows, and the like only. Mike Jones states he would love to bring an E-Star representative to our next meeting.
