City Council <br /> Meeting Minutes <br /> June 28, 2011 <br /> Page 5 of 7 <br /> Public Works Director Phare noted many of the Public Works Projects require design <br /> consultants. <br /> COUNCIL COMMENTS <br /> Council members voiced support for increasing the annual street reconstruction <br /> program; for funding the Pine and Front Streets Intersection improvements in 2012 and <br /> for the Downtown Gateway underpass. <br /> City Manager Fleming reviewed the Capital Improvement Projects requests for <br /> improvements to City Facilities including energy efficient replacements of operational <br /> equipment and evaluation of the roof at the Recreation Center. He reviewed requests <br /> for the Golf Course and Club House improvements. <br /> COUNCIL COMMENTS <br /> Council was comfortable with the direction of the Golf Course Fund and looking forward <br /> to results of the feasibility study and the RFP and most agreed the Golf Course would <br /> require General Fund assistance. There was discussion relative to whether Open <br /> Space Tax dollars could be used for the Golf Course; what year the voters would be <br /> asked to extend the tax and whether it would compete with a FasTracks Ballot question. <br /> Parks and Recreation Director Stevens explained the Golf Course Advisory Board and <br /> City Staff have reviewed the RFP's received for a consulting firm and noted the <br /> expansion of the club house would be a long -range plan. <br /> City Manager Fleming explained Staff is exploring options with Fairway Suites and <br /> determining whether the expansion of the club house would require voter approval. <br /> Council members voiced concern over reductions to the equipment fund for the City's <br /> Fleet and the Technology Management Fund. <br /> PUBLIC COMMENTS <br /> Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO addressed the C -I -P budget <br /> and voiced his concern with the $220,000 downtown parking and pedestrian <br /> improvement requests and recommended making a donation of $30,000 to the DBA <br /> annually. He opposed re- landscaping the Police Station and new fumiture for the Police <br /> Station; solar panels at the Recreation Center, the underpass at the Steel Ranch, and <br /> the outside exercise stations. He supported using open space tax dollars at the golf <br /> course, funding repairs to the Memory Square Swimming Pool and the Gateway <br /> signage to the community. He supported the Downtown Gateway underpass, but felt it <br /> was under budgeted. <br />
