Loo Yes <br />Gail Hartman Yes <br />Hank Dalton Yes <br />Michael Deborski EX <br />Monica Sheets Yes <br />Tom McA vinew Yes <br />Motion passed: 7 to 0 (Deborski absent) <br /> <br />~ Highway 42 Presentation - David Thompson, Civil Engineer II <br /> <br />Lipton reminded the Commission of their request to have a staff member from the Public Works <br />Department attend a meeting to discussion the Traffic and Access Study for HWY 42. <br /> <br />David Thompson, Civil Engineer II, stated the study was adopted by City Council on March 6, <br />2007. He identified the study area with a map that was part of a Power Point presentation. He <br />summarized the study with the following points: <br />. Purpose of the Study: <br />. A preliminary evaluation of the potential impacts of widening State Highway 42 <br />to four lanes between Paschal Drive and Lock Street. <br />. Recommends future roadway and driveway access along HWY 42. <br />. Background: <br />. South Boulder Rd. carries between 26,000 - 27,000 vehicles per day on a four <br />lane section. <br />. HWY 42 carries over 20,000 vehicles per day on a two lane section. <br />. Forecasted growth in land use has the potential to create traffic volumes on <br />HWY 42 by 75% between 2005 and 2030. <br />. Future Roadway Improvements: <br />. 4-through lanes plus auxiliary turn lanes. <br />. 45 mph design speed. <br />. Bike lanes. <br />. Curb, gutter and sidewalk (except no sidewalk along open space area). <br />. Alignment Alternatives: <br />. Alignment "A" - widen highway to the west. <br />. Alignment "B" - widen highway equally on both sides. <br />. Alignment "C" - widen highway to the east. <br />. Alignment "D" - a modification of Alignment "B" with shifts to the east to <br />reduce impacts to residents and businesses between Harper St. and Short. St. <br />. Recommended Concept - Alignment "C" <br />. Minimizes impacts to existing businesses and residences. <br />. Impacts Open Space property between 15 to 35 feet. Acquisition would be <br />accomplished in cooperation with Boulder County Open Space. <br />
