City Council
Meeting Minutes
July 5, 2011
Heather Lewis, HPC member, stated there is agreement with the wall vs. windows
issue. She suggested shortening the review process.
Peter Stewart, HPC member, stated there are proper standards for changing doors and
windows and ramps and noted the downtown design guidelines lay out the process.
Florian Speier, HPC member, did not support keeping the building exactly as they once
were, but rather adapt them. He felt a meaningful discussion can be had, which would
build integration into the project. He did not feel the 180 days was necessary.
COUNCIL COMMENTS
Councilor Sackett noted the City and developers don't always have the same objectives
in mind when discussing historic preservation. Councilor Dalton requested the Rod
Gun Club property be discussed from both perspectives; the HPC and the developer.
City Attorney Light stated Council could discuss the process but not the actual structure.
He explained in 2008 the Code was amended to provide a provision that if a building
permit for demolition has not been filed, but a PUD plan has been filed and proposes
demolition of a building, that would trigger the demolition process.
PUBLIC COMMENT
Rick Brew, DELO, Inc. owners of the Rod Gun Club property reviewed the process he
followed and noted the property is not landmarked and a stay was put on the property
by the City in order for the developer to work with the HPC. He supported a shorter
review process.
Florian Speier, HPC member, was on the subcommittee for this property. He stated at
the HPC public meeting, there was support for preserving the building and therefore a
stay of an additional four months was added. A letter to the applicant was sent whereby
HPC offered assistance in the design.
Steve Poppitz, HPC member, addressed the conservation easement and landmarking
and noted the developer proposes to demolish the building. He suggested the property
could be preserved at a different location, perhaps Miner's Field.
Councilor Dalton asked if the developer was informed about the relocation of the
building. Florian Speier, HPC member, stated the developer was informed. He noted the
goal is organic development of old buildings. Moving the building would only lower the
social significance of the structure.
City Attorney Light referenced the section of the Louisville Municipal Code, which
addresses the 180 day stay.
