APPROVAL OF THE CONSENT AGENDA Mayor Sisk called for changes to the consent agenda. Councilor Sackett requested Consent Agenda Item 4E — "Approve the SH 42 Walkway and Retaining Wall Project", be removed from the Consent Agenda and placed on the Regular Business Agenda for discussion. Mayor Sisk placed Consent Agenda Item 4E on the Regular Business Agenda as 8C1 after the 2012 Budget Presentation. He called for other changes and hearing none, moved to approve the agenda, as amended. Mayor Pro Tern Marsella seconded the motion. All were in favor. Absent: Councilor Yarnell. A. Approval of Bills B. Approval of October 4, 2011 Regular Meeting Minutes C. Approval of October 11, 2011 Special Meeting Minutes D. Resolution No. 69, Series 2011 —A Resolution Approving a Proposed 2012 Operating Plan and Budget of the Main Street Louisville Business Improvement District E. Reject All Bids for the Skate Park Shade Structure Project F. Approve Cancellation of the November 8, 2011 City Council Study Session • PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA Alan Sobel, 1408 Kennedy Avenue, Louisville, CO continued the filibuster he began on April 6, 2010. It was his perception the Louisville City officials refused to notify Louisville residents of their rights and of Comcast obligations under the Cable Customer Service Standards ordinance. Comcast refused to comply with the Cable Customer Service Standards ordinance and the City officials refused to enforce the ordinance. He stated elected officials are accountable to the voters for their actions, but the Louisville City Officials have adopted a "Code of Silence". He announced he would stand in witness to the City Council's disrespect for their offices, rule of law, the political process in the City, the Country and for their constituents, the Louisville citizens. COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE AGENDA No comments. CITY MANAGER'S REPORT City Manager Fleming updated Council of the progress of the 2011 (CIP) Capital Improvement Projects. Many of the projects are complete, some will be completed by the end of the year and the following two key projects have been delayed: 1) the • McCaslin and Dillon Intersection Project and 2) the City Shops (City Services Facility) Project.
