City Council <br /> Meeting Minutes <br /> October 18, 2011 <br /> • Page 5 of 17 <br /> COUNCIL COMMENT <br /> Councilor Dalton applauded the efforts of the Historic Preservation Commission and the <br /> Planning Division, but he shared Mr. Menakers' concerns relative to commercial <br /> incentives. He was also concerned over the pre-allocation of all the preservation and <br /> restoration funds. He did not support preservation and restoration grants for routine <br /> maintenance to landmarked properties. He felt the landmarked home should not <br /> become a ward of the City. He supported an assessment of potential landmarked <br /> properties. <br /> Principal Planner McCartney addressed the issue of caps and confirmed there are not <br /> any caps on the requests brought forward. The residential incentives do have a limit <br /> within the first year and thereafter, applications can be made for whatever would <br /> preserve and restore the residential structure. The commercial incentives would be <br /> offered to promote applications for commercial structures to preserve the character of <br /> downtown Louisville. <br /> Mayor Pro Tem Marsella stated the general grants for commercial structures should not <br /> be routine maintenance. <br /> Councilor Muckle felt the historic preservation incentive program has been a work in <br /> • progress. He clarified the tax is paid by the taxpayers of Louisville and not the local <br /> businesses. He supported the resolution for commercial incentives. <br /> MOTION: Councilor Dalton moved to continue Resolution No. 70, Series 2011. <br /> Mayor Sisk noted Councilors voiced their concern over the general grants for <br /> commercial structures and the need for guidelines for commercial property preservation <br /> and restoration grants. He supported the signing bonus and the restoration and <br /> preservation grants. He requested this matter be revisited at a future meeting. Principal <br /> Planner McCartney explained the next HPC meeting will be on November 21 and these <br /> concerns can be relayed to the Commission. <br /> Mayor Sisk felt Resolution No. 70, Series 2011 should be remanded back to the Historic <br /> Preservation Commission for further guideline review and the property owner should be <br /> made aware of any City guidelines of preservation and historic grants. Mayor Pro Tem <br /> Marsella agreed. <br /> Councilor Dalton withdrew his motion to continue Resolution No. 70, Series 2011. <br /> MOTION: Councilor Dalton moved the City Council remand this matter back to the <br /> Historic Preservation Commission for further review and continue Resolution No. 70, <br /> Series 2011, to December 20, 2011. Councilor Sackett seconded the motion. Roll call <br /> • vote was taken. The motion carried by a vote of 5-1. Councilor Muckle voted no. <br /> Absent: Councilor Yarnell. <br />
