City Council <br /> Meeting Minutes <br /> October 18, 2011 <br /> • Page 6 of 17 <br /> RESOLUTION No. 71, SERIES 2011 — A RESOLUTION RECOMMENDING A RE- <br /> ROUTE OF THE 228 BUS ROUTE WITHIN THE CITY OF LOUISVILLE TO THE <br /> REGIONAL TRANSPORTATION DISTRICT (RTD) BOARD <br /> Mayor Sisk requested a staff presentation. <br /> Planner McMillan explained RTD is considering numerous service cuts to the regional <br /> transportation system in 2012. The 228 route is underperforming, and has the potential <br /> to be cut in the future if ridership is not improved. The proposed re-route is intended to <br /> increase ridership on the 228 by improving the efficiency of the route and bringing the <br /> route closer to more potential riders. The new route would run from McCaslin to Via <br /> Appia, to South Boulder Road, on to Cottonwood Drive and continue to Garfield Street <br /> where it would go left to South Boulder Road and then return to Via Appia. <br /> On September 14, 2011, City Staff held a public meeting to consider a re-route of the <br /> 228, bringing the bus down Lafayette Street before continuing back to South Boulder <br /> Road. Although this route would have worked as a transit service solution, it was an <br /> unacceptable option to the Lafayette neighborhood because of safety, noise, and <br /> increased traffic. Due to the opposition, staff removed the Lafayette Street option. On <br /> October 5, 2011, staff held a public meeting to discuss the option of bringing the bus <br /> down Cottonwood Drive. The proposed re-route of the 228 will help to ensure the 228 <br /> • <br /> remains a transportation option for Louisville citizens. Staff recommended City Council <br /> pass Resolution No. 71, Series 2011 and authorize Mayor Sisk to send Resolution No. <br /> 71, Series 2011 along with a cover letter to the RTD Board expressing the City's <br /> sentiments on the re-route of the 228. <br /> COUNCIL COMMENT <br /> Councilor Clabots, Mayor Pro Tern Marsella and Mayor Sisk thanked staff for their <br /> public outreach and voiced their support for the proposed re-route of the 228 bus route. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 71, Series 2011, <br /> seconded by Councilor Clabots. All were in favor. Absent: Councilor Yarnell. <br /> PUBLIC HEARING ON PROPOSED 2012 BUDGET AND 2012 - 2016 CAPITAL <br /> IMPROVEMENTS PLAN PRESENTATION — Public Hearing <br /> Mayor Sisk opened the public hearing and requested a staff presentation. <br /> City Manager Fleming explained the City Council reviewed and discussed the proposed <br /> 2012 Budget at the October 4, and October 11 Council meetings and provided direction <br /> on a number of items. The changes include the following: <br /> • 1) The McCaslin/Washington underpass: Design costs of $175,000 were included in <br /> 2012 and $1,025,000 in 2013 for construction for a total of $1.2 Million. <br />
