City Council <br /> Meeting Minutes <br /> October 18, 2011 <br /> • Page 7 of 17 <br /> 2) The South Street Underpass funding was changed slightly to charge $100,000 to <br /> Storm Water. <br /> 3) Changed the increase in water rates to 6% per year from 2012 - 2016. <br /> 4) Changed the increase in wastewater rates to 4% per year from 2012 - 2016. <br /> 5) Increased the current year (2011) sales tax projections to 1% over 2010. Also <br /> increased the 2013 sales tax from 0% to 1% over 2012. <br /> 6) Re-labeled "North Plant Tank roof Replacement" to "3MG Tank Rehabilitation <br /> and increased the amount from $1,000,000 in 2012 to $185,000 in 2012 and <br /> $1,140,000 in 2013. These changes are based on a resubmitted 2011-2015 <br /> request from Public Works. <br /> 7) The "Shops Project": This project will be called the "City Services Facility" or <br /> CSF. Staff determined it will be more cost effective to delay the project until <br /> Drainage Way A-2 improvements make it possible to avoid having to incorporate <br /> expensive site improvements related to flood plains. The funding for constructing <br /> the CSF has been moved to 2013. <br /> PUBLIC COMMENTS <br /> Ken Gambon, 607 Augusta Drive, Louisville, CO, Golf Course Advisory Board member, <br /> requested the City Council allocate $200,000 for the golf course and $100,000 for the <br /> clubhouse. He outlined the problems with the golf course, which included the following: <br /> • 1) overgrown tree roots; 2) "Coverage Plan" for the golf course to facilitate irrigation <br /> system repairs; 3) Create GPS mapping of the irrigation system, 4) Replace broken <br /> heads and 5) Repair leak at booster pump. The clubhouse repairs included minimal <br /> repairs to fix safety, environmental, code compliance and ADA requirements. <br /> Charles Kiepe, 976 St. Andrews Lane, Louisville, CO requested Council fund the <br /> improvements to the Coal Creek Golf Course. <br /> Mark Vallee, 546 Coventry Lane, Louisville, CO urged Council to take in consideration <br /> the work of the Golf Course Advisory Board and fund the necessary improvements to <br /> the golf course. <br /> COUNCIL COMMENTS <br /> Councilor Sackett stated the Golf Course Advisory Committee has worked with the <br /> architect and brought the information to the Council. He hoped the Council would <br /> handle the golf course like a major capital project. He noted the golf course is one of <br /> the City's major assets. He stated the request for golf course funding is $300,000 per <br /> year and suggested the improvement projects could be staged over a number of years. <br /> Councilor Muckle thanked City Manager Fleming for modifying the name of the City <br /> Shops. He addressed administrative costs for the Conservation Trust Fund and the <br /> • Historic Preservation Fund. He voiced his appreciation to City Manager Fleming for <br /> clarifying that the administrative costs for the Conservation Trust Fund — Land <br />
