<br />City Council <br />Meeting Minutes <br />October 4, 2005 <br />Page 6 of 10 <br /> <br />MOTION: Council member Brown moved to continue the public hearing on <br />Ordinance No. 1456, Series 2004 to the December 6, 2005 meeting. Council <br />member Levihn seconded the motion. All in favor. Absent: Council member <br />Marsella. <br /> <br />UPDATE - LIBRARY PROJECT <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Deputy City Manager Boyd reported on the construction activities at the new <br />library. She noted the construction of the parking garage has been enclosed and <br />the elevator shaft installed. <br /> <br />Council member Keany requested a web-cam that would enable the public to <br />check the progress of the library construction online. Deputy City Manager Boyd <br />stated she would discuss a web-cam with the City's IT Staff. <br /> <br />Deputy City Manager Boyd stated a mock-up board is on display for public <br />viewing. The board includes a display of the building materials that will be used <br />in the construction of the new library. <br /> <br />Mayor Sisk inquired as to the status of the LEEDS certification for the library. <br />Deputy City Manager explained the Architect and the Project Manager have <br />reviewed the certification program and recommend not pursuing it at this time. <br /> <br />Mayor Sisk stated the City should look at energy efficiency, if it has justifiable <br />returns. He favored going forward with an energy efficient building. <br /> <br />Council member Van Pelt commented the financial reports presented by the <br />Architect were difficult to read. She offered suggestions to improve the reports. <br /> <br />PRESENTATION OF PROCLAMATION - PHYSICAL THERAPY MONTH <br /> <br />Mayor Sisk presented the Proclamation - Physical Therapy Month to Julie Byrt. <br /> <br />CITY MANAGER'S REPORT <br /> <br />Staff Report - McCaslin Interchange: <br /> <br />Assistant City Manager for Governmental Relations Heather Balser reported on <br />the McCaslin Interchange closures on October 22 - 23 from 9:00 p.m. to 5:00 <br />a.m., to erect new pedestrian bridge and on October 29 - 30 from 9:00 a.m. to <br />5:00 p.m. to place concrete for the new bridge deck. The pedestrian bridge is <br />scheduled for completion by March 2006. The City will receive $496,000 in <br />federal appropriations for McCaslin Interchange first phase improvements. The <br />
