Louisville City Council Meeting
July 18, 2000
Page 2

None.

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON
THE AGENDA.

Mayer stated that the regular business items from the Council packets are printed single-
sided. He suggested that Council packets be printed double-sided to reduce paper waste.

Sisk asked Public Works Director Tom Phare to review the process for the street paving
improvement projects for the benefit of the residents.

Phare stated that Staff evaluates the condition of the streets by monitoring them visually,
and with technical measurements. Streets are assessed by the condition of their surface
and by traffic volumes. All assessments and factors are considered when selecting the
streets to be repaved and that timely resurfacing of streets ultimately saves the City
money.

RESOLUTION NO. 42, SERIES 2000 - PUBLIC SERVICE COMPANY,
SPECIAL REVIEW USE TO UPGRADE THAT PORTION OF THE VALMONT
TO BROOMFIELD 115 (kV) OVERHEAD ELECTRIC TRANSMISSION LINE
WHICH IS LOCATED WITHIN THE CITY OF LOUISVILLE.' THE RIGHT OF
WAY IS 75 FEET WIDE AND RUNS NORTH-SOUTH THROUGH THE CITY,
APPROXIMATELY 1/2 MILE EAST OF MCCASLIN BOULEVARD

Davidson asked the City Attorney to review the Special Review Use criteria and the
procedures of the public hearing.

Sam Light, City Attorney reviewed the Special Review Use criteria, and the procedure
that would be observed in conducting the public hearing. Light noted that the City
Council's role and decision is to determine whether the proposal should be allowed under
the Special Review Use criteria. Light reviewed that the Council may approve or deny
the application, or may approve the application with conditions or modifications. The
City Council also has the authority to return the proposal back to the Planning
Commission for further review. Light noted that the proceeding is not a repeal of the
Planning Commission's denial, instead it is final action by City Council on the
application and must make its own findings on the proposal. Light reviewed that any
decision made must be by a majority of the Council members who vote.

2
