City Council <br /> Meeting Minutes <br /> February 7, 2012 <br /> Page 14 of 16 <br /> contract is ambiguous over who makes the capital improvements. A requirement of the <br /> Golf Course Advisory Board was to develop a strategic plan for maintaining the golf <br /> course, but instead a strategic spending plan was developed. He felt Western Golf <br /> must step up and make capital improvements to the golf course. He encouraged the <br /> Council to table this matter until the Golf Course Advisory Board develops a.strategic <br /> plan to manage the golf course. <br /> Horst Loeblich, 162 S. Carter Court, Louisville, CO agreed with Mr. Costello's <br /> comments. He asked City Attorney Light if the adoption of the Resolution in any way <br /> obligates the City. He referred to a newspaper article which addressed the funding of <br /> the improvements through the open space tax. He stated the voters did not intend to <br /> fund golf course improvements. City Attorney Light explained the resolution, if <br /> authorized, would prioritize the improvements to the golf course, but does not obligate <br /> the City to appropriate the funding. He stated it is a guide for the City Council. <br /> Mayor Muckle referred to the newspaper article, and clarified the funds budgeted for <br /> 2012 improvements to the golf course came from the capital improvement fund and not <br /> the open space tax. <br /> Caryn Greef, 161 S. Raintree Lane, Louisville, CO a member of a group of folks who <br /> use open space, does not support funding of the golf course improvements. She stated <br /> the citizen survey required an 80027 zip code and noted Louisville and Superior share <br /> the same zip code. She questioned whether Superior should be funding part of the golf <br /> course. She asked what tangible benefit the City receives from the golf course and <br /> noted Western Golf, residents who live on the golf course and golfers benefit from the <br /> golf course. She asked Council to table the matter. <br /> COUNCIL COMMENTS <br /> Councilor Dalton stated one of the items not identified in the survey was the number of <br /> residents who actually use the golf course. He noted a new citizen survey may ask how <br /> many residents actually use the golf course. <br /> Councilor Yarnell agreed with slowing down the process with respect to the <br /> appropriation of funds, but favored adopting the plan as a framework. <br /> Councilor Loo felt it is important to have a benchmark for the golf course and a <br /> marketing plan to encourage younger golfers. She was in favor of the plan but not <br /> necessarily the funding. <br /> Councilor Jasiak recognized the public speakers and felt they were very thoughtful and <br /> raised some very valid points. She welcomed a response from Western Golf. <br /> Councilor Sackett stated this has been a four year process and at one time there was <br /> no representation for the golfers, but now there is a Golf Course Advisory Board.
