City Council
Meeting Minutes
February 7, 2012
• The City would receive full benefits from permit fees and construction use tax.
• The maximum four-year rebate would run concurrently with the opening and first
four years of operation of the establishment.
APPLICANT PRESENTATION
John Frazee, Gravity Brewing LLC, 239 S. Cleveland Avenue, Louisville, CO explained
he was attracted to Louisville because currently there are no other breweries. He noted
the difference between a brewery and a brew pub; in a brewery the beer is produced on
site and patrons come to the tap room to sample the beer and there is no food served.
A brewery/tap room is a unique model and has become very popular.
Councilor Sackett explained the BRaD Committee met yesterday and discussed this
proposal and unanimously recommended approval.
MOTION: Councilor Sackett moved to approve Resolution No. 8, Series 2012,
seconded by Councilor Loo. Roll call vote was taken. The motion carried by a vote of
6-0. Absent: Councilor Keany.
RESOLUTION NO. 9, SERIES 2012—A RESOLUTION APPROVING A BUSINESS
ASSISTANCE AGREEMENT WITH GLOBAL IMAGING, INC. FOR THE
REMODELING OF EXISTING COMMERCIAL SPACE AT 2011 CHERRY STREET IN
THE COLORADO TECHNOLOGY CENTER IN THE CITY OF LOUISVILLE
Mayor Muckle requested a staff presentation.
Economic Development Director Star explained City Council action is requested on a
proposed economic development business assistance package for the expansion of an
existing Louisville employer. Global Imaging Inc. is a collection of three companies:
Global Imaging, Global Garage, and Printer Evolution and all three are related to the
world of digital printing. Global Imaging currently occupies approximately 6,000 square
feet in the building at 2011Cherry Street and is proposing to expand at this site for a
demonstration facility. The proposed expansion will increase the Louisville employees of
Global Imaging from 3lemployees to approximately 39-43 employees in 5 years.
The expansion is proposed to be 6,372 square feet in size, bringing the entire leased
premises to 12,454 square feet. The City estimates Global Imaging will generate new
revenue of approximately $7,000.00 from building permit fees directly to the City in the
first year of operation, given an investment of$185,000.00 in tenant finish costs. The
assistance would be funded by permit fees and construction use tax from the tenant
finish of the existing space. Staff recommended the following:
Building Permit-Fee Rebate
50% rebate on permit fees for tenant finish $1,547.75
