Louisville City Council Meeting
August 15, 2000
Page 2.

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

Jay Berger, 1016 Main Street, Louisville, CO, reported that 450,000 U.S. citizens die
every year from smoking related illnesses and that it is a national health crisis. He noted
that in Louisville, smoking is still allowed in public spaces, such as restaurants and other
gathering places. He stated that in the last eleven years he has lived in Louisville, he has
repeatedly complained at board meetings that the City still allows smoking in bars and
restaurants in Louisville. He stated that Council Members have said they would look into
the issue, however nothing has been done, other than to prohibit smoking in City
facilities. He noted that the Town of Superior has put the smoking issue on the ballot and
he suggested that Louisville could do the same. Berger asked Council to initiate public
discussion on the smoking issue.

Davidson stated that the Council intends to form a citizens' taskforce this year to address
the smoking in public issue.

Councilman Howard arrived at 7:04 p.m.

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON
THE AGENDA.

None.

AWARD BID - TELEPHONE SYSTEM (continued from 8/1/00)

Davidson called for Staff presentation.

Finance Director Dianne Ray stated that at the August 1, 2000, Council Meeting the two
valid proposals for the telephone system were presented. The base bids are:

Shared Technologies Fairchild (NEC equipment)
Lucent Technologies (Lucent equipment)

$221,262
$332,690

At the meeting Council directed staff to contact those companies that chose not to bid and
determine their reasons for not bidding. Eight companies were contacted and the
consensus for not bidding was that the RFP process was too detailed and required too
much in resources to complete. Ray recommended that Council authorize the Staff to
renegotiate the bids.

2
