Louisville CitY Council Meeting <br />September 5, 2000 <br />Page 2. <br /> <br />Mayer reported that the Citizen's Advisory Committee for the Boulder County <br />Composting Authority is in the process of asking Cities and Towns to do an assessment <br />of future plans for solid waste activities. A representative from the CAC would like to <br />present the issue to the Council at a future meeting. <br /> <br />Brown commended the efforts of Elle Cabbage and all the volunteers for a successful Fall <br />Festival event. <br /> <br />Sisk concurred with Brown's comments on the Fall Festival. Sisk reported that several <br />communities have endorsed Amendment 16 and suggested that Council explore <br />amendments and support a position. <br /> <br />Davidson announced that City Council will conduct a public hearing on the prairie dog <br />issue at its September 19, 2000 regular meeting. <br /> <br />RESOLUTION NO. 42, SERIES 2000 - PUBLIC SERVICE COMPANY, <br />SPECIAL REVIEW USE TO UPGRADE THAT PORTION OF THE VALMONT <br />TO BROOMFIELD 115 (kV) OVERHEAD ELECTRIC TRANSMISSION LINE <br />WHICH IS LOCATED WITHIN THE CITY OF LOUISVILLE. THE RIGHT OF <br />WAY IS 75 FEET WIDE AND RUNS NORTH-SOUTH THROUGH THE CITY, <br />APPROXIMATELY 1/2 MILE EAST OF MCCASLIN BOULEVARD (continued <br />from 7/18/00) <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed Public Service Company of Colorado (PSCo) <br />Special Review Use request to re-build an existing, aboveground, 115 kV electric <br />transmission line that was constructed in 1955 within a 75' wide Public Service tight-of- <br />way. The Planning Commission conducted three separate public heatings in April, May <br />and June prior to forwarding recommendation to the City Council. The City Council <br />conducted a public hearing on Resolution No. 42, Series 2000, on July 18, 2000, <br />continued the public hearing to August 15, 2000, and again to September 5, 2000. The <br />matter was continued to allow the City time to investigate financing alternatives and to <br />conduct a citywide meeting. At the August 23, 2000 citywide public meeting, there were <br />two recommendations: 1 .) A suggestion that an advisory question be placed on the ballot <br />in November to gauge citizens' interest in paying for the burial of power lines. <br />Resolution No. 49, Series 2000 calls for a special election for November 7th, 2000 to refer <br />an advisory question to a vote of the registered electors of the City. Resolution No. 50, <br />Series 2000, approves the necessary Intergovernmental Agreement (IGA) from the <br />Boulder County Election Department for the 2000 Coordinated Election. 2.)
