City Council Meeting Minutes March 6, 2012 Page 11 of 12 Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO noted this new technology was not anticipated when the open meetings law was passed. He stated there is no intent to violate the open meetings law. He felt if open meetings law prohibits the participation, it should be changed. He urged Council to use the new tools. COUNCIL COMMENTS Mayor Muckle asked if this system is accountable. Planning Director Russ confirmed people must register to use this tool. Mayor Muckle noted the opening meeting laws were written at the state level to inform the public of the business conducted at their local government's meetings. City Attorney Light stated the City Council could not change the laws as they are requirements of the State and the Home Rule Charter. Mayor Muckle requested staff draft requirements for boards and commissions. Councilor Loo addressed the registration process. Planning Director Russ stated staff will look at the registration requirement. ORDINANCE No. 1612, SERIES 2012 — AN ORDINANCE AMENDING SECTION 5.08.030 OF THE LOUISVILLE MUNICIPAL CODE AUTHORIZING THE LOCAL LICENSING AUTHORITY TO ISSUE AND GRANT BREW PUB AND VINTNER'S RESTAURANT LICENSES AND OTHER LIQUOR LICENSES AUTHORIZED BY STATE STATUTE AND REPEALING AND AMENDING OUTDATED PROVISIONS OF THE LOUISVILLE MUNICIPAL CODE CONCERNING ALCOHOL BEVERAGES — 1st READING — Set Public Hearing 3/20/12 Mayor Muckle requested a City Attorney introduction. City Attorney Light read Ordinance No. 1612, Series 2012 and noted the Louisville Municipal Code is being updated to include Brew Pubs and Vintner's Restaurant License. Also other outdated provisions of the code concerning alcohol beverages are also being updated. MOTION: Mayor Muckle moved to approve Ordinance No. 1612, Series 2012 on first reading, ordered it published and set a public hearing for March 20, 2012, seconded by Councilor Keany. All were in favor. Absent: Mayor Pro Tem Dalton. CITY ATTORNEY'S REPORT City Attorney Light addressed the open meetings and open records issue and suggested the Council might want to look at a policy or guidelines for elected officials' use of social media, including email, facebook and twitter.
