Choke Cherry Drive, Louisville, CO noted this new <br /> technology was not anticipated when the open meetings law was passed. He stated <br /> there is no intent to violate the open meetings law. He felt if open meetings law prohibits <br /> the participation, it should be changed. He urged Council to use the new tools. <br /> COUNCIL COMMENTS <br /> Mayor Muckle asked if this system is accountable. Planning Director Russ confirmed <br /> people must register to use this tool. <br /> Mayor Muckle noted the opening meeting laws were written at the state level to inform <br /> the public of the business conducted at their local government's meetings. City Attorney <br /> Light stated the City Council could not change the laws as they are requirements of the <br /> State and the Home Rule Charter. Mayor Muckle requested staff draft requirements for <br /> boards and commissions. <br /> Councilor Loo addressed the registration process. Planning Director Russ stated staff <br /> will look at the registration requirement. <br /> ORDINANCE No. 1612, SERIES 2012 — AN ORDINANCE AMENDING <br /> SECTION 5.08.030 OF THE LOUISVILLE MUNICIPAL CODE AUTHORIZING <br /> THE LOCAL LICENSING AUTHORITY TO ISSUE AND GRANT BREW PUB <br /> AND VINTNER'S RESTAURANT LICENSES AND OTHER LIQUOR LICENSES <br /> AUTHORIZED BY STATE STATUTE AND REPEALING AND AMENDING <br /> OUTDATED PROVISIONS OF THE LOUISVILLE MUNICIPAL CODE <br /> CONCERNING ALCOHOL BEVERAGES — 1st READING — Set Public Hearing <br /> 3/20/12 <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1612, Series 2012 and noted the Louisville <br /> Municipal Code is being updated to include Brew Pubs and Vintner's Restaurant <br /> License. Also other outdated provisions of the code concerning alcohol beverages are <br /> also being updated. <br /> MOTION: Mayor Muckle moved to approve Ordinance No. 1612, Series 2012 on first <br /> reading, ordered it published and set a public hearing for March 20, 2012, seconded by <br /> Councilor Keany. All were in favor. Absent: Mayor Pro Tem Dalton. <br /> CITY ATTORNEY'S REPORT <br /> City Attorney Light addressed the open meetings and open records issue and <br /> suggested the Council might want to look at a policy or guidelines for elected officials' <br /> use of social media, including email, facebook and twitter. <br />
