Light suggested that if the matter is referred back to the Planning Commission, <br />Council continue the annexation and zoning approval. <br /> <br />Mayer stated that he would like to see the Preliminary PUD prior to approval of the <br />annexation and zoning. Mayer stated that he would prefer SFE zoning. He also suggested <br />that Council review current policies and zonings, and establish an annexation policy. <br /> <br />Howard suggested that the applicant invite the opponents to neighborhood meetings. He <br />stated that he is in favor of the City purchasing some of the land for open space and <br />suggested the applicant continue discussions with Staff. He stated that he is willing to <br />look at a proposal that fits the neighborhood, will not cause traffic problems, has <br />workable densities, and provides a reasonable open space acquisition for the City. <br /> <br />Sisk asked if Mr. Banta wished to speak to the issue. Mr. Banta stated that he was <br />concerned about the development of a large park, but is in favor of a neighborhood park. <br /> <br />Brown asked for clarification on the property purchased for open space and will be used <br />for the 96th and Highway 42 Connection. He asked if that was a purchase made for a <br />need that would arise in the future. Phare stated that the purchase was made in <br />anticipation of future needs and not designated as open space. He also noted that the <br />purchase was made before the Open Space Fund was established. <br /> <br />Keany encouraged the applicant to invite all neighborhoods within 500' of the property <br />when considering neighborhood meetings. He suggested that notices of such meetings <br />could be put on the City's Web site. <br /> <br />Davidson stated that the preliminary Sketch Plan or Preliminary PUD is not a binding <br />agreement and that an annexation agreement has not been presented. <br /> <br />MOTION: Sisk moved that Council continue Ordinance No. 1 344, Series 2000 to <br />February 20, 2001, seconded by Mayer. <br /> <br />Sisk asked if the applicant agreed to the continuance to February 20, 2001. <br /> <br />Scarbaugh requested a five-minute recess. Davidson called a recess at 8:50 p.m. <br /> <br />Davidson called the meeting back to order at 9:00 p.m. <br /> <br />Wayne F.
