Louisville City Council Meeting <br />November 8, 2000 <br />Page 6. <br /> <br />Scarbaugh, would have a small park and would not bring in a large amount of traffic. <br />Banta asked for assurances that, if the City purchases the property as open space, the <br />neighbors be allowed to participate in the discussions of land management. He urged <br />Council to approve the annexation. <br /> <br />Rob Ellwood-Digel, 275 West Walnut Street, Louisville, CO complimented the Fischer's <br />for their open-mindedness and their willingness to work with neighbors. He asked for <br />clarification on the number of homes that would actually be built. He was not clear on <br />whether it was 5 or 8 homes. He encouraged the City to make an attractive offer to the <br />Fischer's for purchase of some of the property for open space. <br /> <br />Davidson closed the public hearing. <br /> <br />COUNCIL COMMENT <br /> <br />Davidson referred to Resolution No. 36, 1993, which is the City's growth policy. He <br />noted that paragraph 2 states that "residential annexation, except as required by state <br />statute, shall be considered only if it will benefit the City and City services are available <br />after allowing for services required by undeveloped land already within the City limits <br />and if additional debt is not required by the City to serve this annexation." Davidson <br />asked Public Works Director Tom Phare, after consideration for undeveloped land, <br />whether the water and sewer plants are capable of servicing the property. Phare stated <br />that the water plant is not capable of servicing the area however, the sewer facilities could <br />possibly meet the needs required. <br /> <br />Davidson asked Phare if the required expansion of the water plant would require <br />additional debt for the City. Phare stated that in context with the five-year activities <br />planned, expansion of the water plant would require debt. <br /> <br />Davidson asked Phare if a retention pond would be required on the property as proposed <br />for development. Phare stated that there would have to be some retention required on the <br />project. <br /> <br />Howard asked Mr. Scarbaugh to explain the new proposal. Scarbaugh stated that the plan <br />was a result of the input from previous meetings and the exploration of open space <br />acquisition. Howard asked if the proposal was the same as presented at the last meeting <br />or whether it has changed. Scarbaugh stated that they are here tonight for approval of the <br />annexation and zoning, however, they are proposing additional conditions to the <br />annexation ordinance, which specify 8 dwelling units, decreasing the density by two. <br /> <br />6 <br /> <br /> <br />
