Louisville City Council Meeting <br />September 16, 2003 <br />Page 7 of 11 <br /> <br />The Planning Commission conducted public hearings on May 22, and July 17 of 2003, <br />and unanimously recommended approval. He reviewed the Framework Plan's specific <br />"goals and guiding principles", which were developed in 2002. Those goals were to <br />strengthen and enhance the residential areas, and to compliment and enhance historic <br />downtown Louisville. The 2003 Plans reflected the results of the traffic, economic, fiscal, <br />market and civil engineering analyses. He summarized the current plans as follows: <br /> <br />· Signalized intersection at Highway 42 has moved from South to Short Street. <br />· Introduction of retail, and office space. <br />· The internal street configuration modified to grid based on location of existing <br /> utilities, drainage master planning and other factors. <br />· Transit station area. <br />· South Street proposed as underpass. <br />· Medium density multi-family residential on northern half of the Industrial Area. <br />· Smaller park areas distributed throughout the development. <br />· The South Boulder Road District is unchanged. <br />· No changes to existing residential neighborhoods. <br /> <br />Johnstone reviewed the next steps in the process would be the adoption as amendment to <br />the Comprehensive Plan, which would be the basis for considering rezoning of the <br />properties in the area and the design guidelines. Another essential component would be <br />urban renewal, district formation to help fund public improvement and further <br />coordination with CDOT to modify the Highway 42 Access Control Plan. He noted the <br />Planning Commission has requested a joint study session to discuss those issues and <br />receive direction from the City Council. <br /> <br />PUBLIC COMMENT <br /> <br />Michael Deborski, 601 Pine Street, Louisville, CO, stated he is a fifth generation <br />Louisville resident and his father and grandfather served on City Council and were <br />instrumental in the City's growth. He addressed the family businesses in Louisville and <br />noted his family has owned and operated a business along Highway 42 for thirty years <br />and wish to continue to operate their business for another thirty years. He stated his <br />objective is to assimilate with the plan as it moves forward and proceed with his retail <br />operations at its present location. He voiced his appreciation to City Staff for listening to <br />the concerns of the residents and retailers, but stated the plan falls short of giving <br />assurances that current retailers will be able to continue doing business at their present <br />locations. He voiced his concern over public dedication on Caledonia Street and stated to <br />continue the street through his property would affect customer parking and vendor <br />access. He also voiced concern over the possible threat of condemnation and asked for an <br />amendment to the resolution to address those issues. <br /> <br />COUNCIL COMMENT <br /> <br />Davidson asked the City Attorney if the amendment requires public land dedication. <br /> <br /> <br />
