Howard and Sisk excused. <br /> <br />RESOLUTION NO. 9, SERIES 2001 - A RESOLUTION RECOMMENDING <br />APPROVAL OF A FINAL PUD DEVELOPMENT PLAN FOR BALFOUR <br />SENIOR CARE (INDEPENDENT LIVING FACILITY) LOTS 2 AND 3, <br />ALVENUS PARK SUBDIVISION <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the Final PUD Development Plan for Lots 2 and <br />3, Alvenus Park Subdivision of the Balfour Senior Care Facility. He stated that the <br />applicant is Michael Schonbrun. The property includes two existing platted lots in the <br />Alvenus Park Subdivision that total approximately 5 acres and are located at the northeast <br />corner of Hecla Drive and State Highway 42. Both lots are zoned PCZD-C, as part of the <br />Louisville Plaza General Development Plan. Wood stated that the two lots are <br />encumbered by several utility easements. There is also a 30-foot wide shared access <br />easement along the common property line between lots 2 and 3. The access easement <br />will need to be vacated prior to issuance of building permits for the property. <br /> <br />Wood reviewed the grading and drainage, which based on occupant needs, is challenging <br />due to the large perimeter of the floorplate and the desire for one continuous elevation <br />within the building. The grading plan requires several feet of fill in some areas. Wood <br />stated that during the preliminary review hearing there was concern with the potential <br />elevation of Highway 42 above this project. The visual, auditory and safety concerns <br />would increase if the road was elevated up to possibly 10 feet above the cottages, and <br />will require a retaining wall. The applicant has created a grading scheme for the property <br />that responds to the potential expansion and improvements of Highway 42. This plan <br />would use two low tiered walls to accommodate the grade transition and would provide <br />an effective landscape buffer for the cottages. <br /> <br />Wood reviewed the landscape plan, which provides for 47 percent coverage, which <br />exceeds the minimum requirement of 30 percent. Plant material requirements meet or <br />exceed the requirements of the CDDSG. Wood noted an issue of concern is the <br />permissibility of plant materials in easements and the need to review various easement <br />holders. <br /> <br />Wood summarized the proposal's site plan and the buildings situated on the lot <br />containing the easements and utility right-of-ways.
