Business Retention & Development Committee <br />Meeting Minutes <br />June 4, 2012 <br />Page 2of 4 <br />PUBLIC COMMMENTS NOTON AGENDA: <br />Shelley Angell, Chamber of Commerce, thanked the City’sPublic Works Department, Parks and <br />Recreation and Police for the great job they did at the Taste of Louisville this last Saturday. <br />Emily Jasiak–loved the street sweeper at Touch a Truck event. <br />City Manager Fleming commented about all the great events over this past week; Art Walkon <br />Friday, the Taste and Farmers Market. <br />Shelley Angell asked if it’s okay for a business to charge for parking in their private lot? City <br />Manager Fleming will research to determine if it’s okay. <br />Christina Hamerly, Youth Advisory Board member, spoke about the Board’s new published book, <br />Dear Louisville, and presented a copy to City Council. Emily Jasiak, councilmember, accepted on <br />behalf of the entire City Council. The books will be sold at the Library and the Farmer’s Market <br />on the first Saturday of the month. The cost is $15 and the proceeds will benefit Heritage House. <br />CONSIDER NECESSITY OF RE-SETTING THE DATE FOR THE JULY MEETING (HOLIDAY IS <br />CELEBRATED ON WEDNESDAY, JULY 4)–N/A – <br />leftover item from the May meeting. <br />MAIN STREET PATIO DISCUSSION – <br />Aaron DeJong,Economic Development Director opened the <br />discussion.The current patios are temporary and are brought out each year, but should the patios be <br />permanent and who should take responsibility for them. Kurt Kowar, Public Works Director, and Sean <br />McCartney, Principal Planner, were present for the discussion. <br />Comments: <br />Michael Menaker -patios have been a huge success,but the current patios were not intended to <br />be a permanent structure. There is a burden on the Downtown Business Association in terms of <br />storage of the patios, the maintenance, and the costs involved to maintain and install each year; <br />also feels the $200,000 requested in the 2013 CIP is not enough. Does BRAD want to make a <br />recommendation to repurpose the $200,000? <br />City Manager Fleming -do we keep the patios temporary or make them permanent, understands <br />the burden to the DBA but they would equally be a burden to the City. The City’s Finance <br />Director, suggested doing a Business Improvement District (BID) tax levy, and also Centennial <br />Valley wants to see improvements. The City Manager said he is having to cut $10M out of the <br />2013 CIP because the City doesn’t have unlimited resources. <br />Mayor Pro Tem Dalton –canthe City share the cost with the DBA? If the City becomes the <br />owner of the patios, the City would need to plan material costs, storage, liability, labor for <br />assembly/disassembly. All this needs to be examined. <br />Jill Midgley -without ConocoPhillips it has been a hardship for the DBA; DBA also had to acquire <br />an ATV to water the flower potsthis year. Money is tight and the DBA needs help from the City. <br />Councilmember Jasiak-ifwe are going to look at this overall situation we need to bring the <br />restaurants into the discussion.Not all businesses in downtown are in favor of the patios. They <br />are a wonderful asset, but it doesn’t mean they’re wonderful for everybody. <br />Rob Lathrop –look at other City designs for patios against the establishment and at street-side. <br />The current patios are heavy so when thinking about redesign think about light weight building <br />materials such as aluminum, and ease of assembly and installation. <br />Michael Menaker –patios are a community amenity. City PUD required that The Rex keep the on <br />street patio when they put up their rooftop patio. The patios enhance the vibrancy of downtown – <br />if it doesn’t benefit all businesses then that isa different discussion. <br /> <br />
