Building Code Board of Appeals
Meeting Minutes
July 19, 2012
Discussion
Projects for 2012 Building Code Board of Appeals
2012 Building Code Adoption –
o
Shauna Mozingo with Colorado Code Consultants
gave a presentation on the changes for the 2012 ICC
codes and the new green code. Shauna stressed that
while codes can be adopted separately, it would be
best to adopt them together. Most of the changes
involve the mechanical and electrical side of the
codes. The intent of the new energy codes is to focus
on the life of the building rather than the initial build
and the conservation of energy over the life of the
building. There were bigger code changes for
residential between the 2006 and 2009 ICC codes
and bigger commercial changes between the 2009
and 2012 ICC codes. Andy Johnson with the
Louisville Sustainability Advisory Board points out that
there is an inevitability that there will have to be an
adoption of the codes, but maybe not at this point in
time and that the newer codes need to be further
studied. Andy suggests that there might be study
groups for stakeholders for the IgCC component.
Andy suggested the Board review the comprehensive
plan to see what the community would like to see as
far as green building codes. Julie Herman with
Colorado Green Building Guild agreed that if there
was a chance to include more of the public in the
discussion for adopting the code, it would be
beneficial to everyone involved. She also added
realtors are using house that are built with green
components as much as possible in the sale of
houses and this might help to stimulate the economy.
Shauna was pleased to hear that the board wanted to
have discussions on the adoption of the codes rather
than just saying yes or no. It was also mentioned the
board could also make the IgCC voluntary to builders.
The board brought forth a motion to hold off on the
possible adoption of the 2012 ICC codes until the
comprehensive plan was completed and this is the
recommendation that they will bring to the City
Council study session on August 28, 2012. The
motion passed by all members present. Mike will
work on the total cost for the adoption of the 2012
codes, to include materials/reference books and
training for inspectors, along with the implementation
