Local Licensing Authority <br />Minutes <br />August 27, 2012 <br />Page 3 of 6 <br />Mr. Williamson noted four of the five bartenders have completed training and the <br />manager change was filed. He stated the licensee was aware of the option to <br />pay a fine -in -lieu but has chosen to serve the active day of suspension. <br />The Authority discussed whether it was appropriate to hold all the days in <br />abeyance. Members reviewed the suggested penalties and Lipton commented <br />there was significant reason a show cause hearing was ordered and felt the <br />stipulation as presented was appropriate. <br />Lipton moved to accept the stipulation and the findings and order drafted by the <br />Special Prosecutor and set the day to serve the suspension as September 12, <br />2012. Gunning seconded. Roll Call Vote: Gunning — yes, Carlson — yes, Lipton <br />— yes, Rommelfanger — yes and Wilson — yes. <br />B. Public Hearing — New Hotel and Restaurant Liquor License — <br />Bittersweet Cafe and Confections LLC d/b/a Bittersweet Cafe and <br />Confections — 836 Main Street <br />Wilson opened the public hearing on the new license application. Secretary <br />Hanson stated the application was complete and included in the Authority packet. <br />Background checks revealed no criminal history and the hearing had been <br />posted and published in accordance with state law. <br />No objections were entered to the boundaries of the neighborhood being the city <br />limits of the City of Louisville. Wilson moved the entire application as contained <br />in the Authority packets be made a part of the record of this hearing. Carlson <br />seconded. All in favor. <br />Patrick Walsh and Azadeh Angha, 1201 Main Street, Louisville, CO introduced <br />themselves to the Authority and took the oath. Wilson asked for an applicant <br />presentation. Mr. Walsh outlined they wanted to add liquor for their patrons, but <br />did not see the cafe becoming a drinking establishment. He was asked about the <br />patio areas. He stated the front patio is fenced and the back patio is being <br />enclosed with planters. When asked about liquor storage, Mr. Walsh stated it <br />would be in cabinets behind the counter specifically used for the liquor storage. <br />He clarified the establishment had become more than just a coffee house and <br />was the reasoning behind adding a liquor license. <br />Wilson called for persons wishing to speak in favor of the application. Rick <br />Betance, 619 Owl Drive, Louisville, CO a patron of Bittersweet Cafe thought the <br />ability to have a cocktail at the establishment would be a nice addition. <br />Wilson called for opposition to the application and hearing none, asked the <br />applicant for any final comments. <br />
