COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: JULY 2, 2012 <br />JECT: APPROVE RENEWAL OF THE BOULDER /BROOMFIELD COUNTY HOME <br />CONSORTIUM, SECOND AMENDMENT TO THE HOME CONSORTIUM <br />INTERGOVERNMENTAL AGREEMENT (IGA) <br />ORIGINATING DEPARTMENT: CITY MANAGER'S OFFICE <br />SUMMARY: <br />The Boulder /Broomfield County HOME Consortium has been a collaborative effort to address <br />affordable housing issues throughout the region. As a Consortium, we are entitled to an <br />allocation of federal HOME funds that directly address our affordable housing needs. In <br />addition, the Consortium coordinates planning for affordable housing services by developing a <br />Consolidated Plan. The City of Boulder as the Administrator of these federal funds prepares <br />the Consolidated Plan and Boulder County, Broomfield and Longmont assist in the preparation <br />of the Consolidated Plan with input from the Towns and Cities in Boulder County. The City of <br />Boulder, Boulder County, Longmont and Broomfield share the cost and staff of preparing the <br />Consolidated Plan. <br />The US Department of Housing and Urban Development (HUD) allows three year terms for a <br />HOME Consortium and it is time for renewal. Louisville participated and signed the IGA three <br />years ago and has been asked to do so again. The second amendment to the IGA clarifies <br />and amends the original IGA, specifically adding an automatic renewal provision. The <br />amendment enclosed: <br />• Adds a provision for automatic renewal of the Consortium <br />• Clarifies that each Consortium member will contribute funds for the development of <br />the Consolidated Plan proportionately to the percentage of funding it receives <br />(Boulder, Boulder County, Longmont and Broomfield) <br />• Outlines the funding allocations <br />• Explains how unspent HOME funds may be reallocated <br />The IGA does not impose liability or resource expenditure risk on Louisville, it just secures the <br />flow of federal HOME and CDBG block grant funds for housing and community development <br />directly to the Boulder County - Broomfield Regional Consortium, such that smaller jurisdictions <br />don't have to individually compete for funds from the statewide pool. The HOME Consortium is <br />one of the few sources of federal funds that come with little or no administrative burden for the <br />Towns and Cities in Boulder County. As indicated above, the City of Boulder administers the <br />funds.
