•
•
•
Open Space Advisory Board
Minutes
DATE
that the Open Space is public property, and defacto "privatization" of these
parcels for personal use goes against City policy not to mention sound
Open Space management. David Waldman noted that he thinks the city
needs to be a good neighbor, and he would like to see a permit system for
gardens on Open Space in certain areas. David Waldman moved to re-
open the Open Space Rules and Regulations for discussion by OSAB.
This motion was not seconded, and the motion failed.
4. Markel Proposal for North End properties. Jeff Moline provided a review
of the revised Markel plans for the property. His general feeling is that the
housing plan is still too dense, and insufficient with respect to OS
dedication. OSAB did note improvements in certain areas, in particular in
the elimination of homes on the north side of Hecla Lake. After discussion
of the new plans, David Waldman moved to recommend elimination of
specific Tots identified in the plan from the east side of Hecla Lake. Bob
Hornbostel seconded the motion. The motion failed on vote. OSAB then
discussed what level of detail was appropriate when providing comments
to City Staff regarding the plans. OSAB concludes that a more general
statement of the Board's comments is appropriate at this stage in the
process. Gary Mansdorfer moves that the OSAB reiterate its requests
with respect to the North End / Hecla Lake Project ares. In particular,
OSAB would like to see a 150 foot buffer around Hecla Lake, and an
Open Space dedication of 15% of the developable land. John Carron
seconded the motion, which passed unanimously.
5. Boulder County Request for Open Space and Trail Protects. Jeff provides
overview of County request for input form OSAB. Board discusses Jeff's
response, resulting in the following motion: Ted Kowalski moved that 80
acres of Boulder County land currently owned by Storage Tek (the
northeast quadrant of the STK property), be added to the City's list as one
of the top priorities in response to the county's request for
recommendations for 2006 County Open Space Preservation and Trails
Projects. John Carron seconded the motion, which passed unanimously.
6. Louisville Lateral ditch work on Davidson Mesa Jeff notes that trees along
the ditch, which crosses Davidson Mesa OS, will be cut as part of ongoing
maintenance.
7. Callahan Trail Management Agreement
