City Council <br /> Meeting Minutes <br /> October 16, 2012 <br /> Page 13 of 15 <br /> Mayor Muckle suggested the Council discuss this at the next City Council Study <br /> Session. City Manager Fleming would add the item to the next study session agenda. <br /> Mayor Muckle voiced his appreciation to staff for their work on the budget and for <br /> responding quickly to Council's questions and concerns. He addressed citizen <br /> concerns relative to the open space tax for acquisition only and noted the capital <br /> improvements and maintenance taken from the Conservation Trust Fund make the <br /> open space more desirable. He was sensitive to the use of reserve funds and felt those <br /> funds should be used for long term capital improvements. He suggested the play fields <br /> behind the Recreation Center be used for sports fields, until the City of Lafayette builds <br /> their fields and suggested moving further out or not including the dollars for new multi- <br /> purpose fields in the 5-year CIP. <br /> Council member Loo questioned adding items to the budget and asked whether Council <br /> wants to take out items from the budget, such as the $30,000 budget item for irrigated <br /> blue grass at Joe Carnival Park. City Manager Fleming explained the irrigated blue <br /> grass will bring this park up to the standards of other City Parks. <br /> Council member Loo requested more information about the $3,400 budget item for <br /> portable potty enclosures for the parks. City Manager Fleming explained some of the <br /> City parks have these enclosures and it will bring the same standard to other City Parks. <br /> It also provides screening and more privacy for the public. <br /> Council member Loo requested in future budgets the projects be prioritized. <br /> Council member Sackett stated it was his understanding each department prioritizes <br /> their budget prior to submittal. City Manager Fleming confirmed his statement. He <br /> explained the use of city-wide funds is a program budget approach. Staff can provide <br /> more information than in the program budget approach, which would list priorities. <br /> Mayor Muckle closed the public hearing for the 2013 Budget and the 2013-2017 Capital <br /> Improvements. <br /> DISCUSSION/DIRECTION — DRAFT REQUEST FOR PROPOSALS FOR HISTORIC <br /> GRAIN ELEVATOR REDEVELOPMENT <br /> Mayor Muckle requested a staff presentation. <br /> Economic Development Director DeJong reviewed the new draft for Request for <br /> Proposals (RFP) to seek partnerships in the redevelopment of the Historic Grain <br /> Elevator. City Council feedback was requested to be incorporated into a final version <br /> for the November 5, 2012 Council meeting. Staff conducted a public meeting on <br /> October 4, 2012 to gather ideas from residents for the property's use. The Historic <br /> Preservation Commission reviewed the RFP and offered their comments. <br />
