This <br />property was ranked 7 <br />property is currently proposed as high-density housing in the Comp Plan. <br /> Helen stated that she does not feel that it is sufficient for the Comp Plan to <br />merely make reference to the PROST Plan. She would prefer that the Comp <br />Plan speak specifically to open space acquisition. <br /> The Board would like the Comp Plan to include specific reference to the <br />acquisition and development of parks and open space in the proposed plans. <br />The Board wishes to emphasize that one of the things that the community of <br />Louisville values is access to open space and parks, and as such, any plans to <br />increase density and attract additional population to Louisville should include a <br />commensurate plan to increase and improve access to natural areas. <br /> Proposed trails that impact open spaces: North Open Space, along the ditch <br />(likely along existing social trail); Coyote Run, between Ridgeview and Willow <br />Ct.; along Empire Rd. (crusher fines); crossing over Coal Creek to connect to <br />Coal Creek Trail; proposed trail along western boundary of Harney/Lastoka along <br />Co. Rd. 42; trail in Warembourgh along NW side of property <br /> Several board meetings will occur on this subject in Oct. and Nov. There will be <br />a public meeting later this month (Oct.). Adoption is planned for Dec. 2012. <br />X. Discussion Item: Capital Improvement Projects <br /> The intent in creating this matrix is to provide OSAB’s advice and to increase <br />OSAB’s involvement in guiding these projects, including the budgeting process. <br /> The long-term financial forecast for the Conservation Trust-Land Acquisition <br />Fund includes two major costs in the short term – the new City Services <br />Facilities, which will house open space and park related equipment and offices <br />for the staff; and the McCaslin / Washington Underpass. <br /> Long-term fund levels are projected to be maintained around the $4 million <br />o <br />mark. <br /> The objective tonight will be to go over the matrix and rank the projects proposed <br />(high/medium/low). <br /> The plan for next year would be to have OSAB create a list in advance (approx. <br />June 2013) and have a list before Staff, such that they can incorporate the <br />suggested projects with their submittals. <br /> At the next meeting, OSAB will develop a timeline and the schedule upon <br />o <br />which the Board can provide input. <br /> The Board voted high / medium / low on each project. Based upon the votes, <br />Ember and Tom will put together a ranking for each project on the matrix. <br /> <br />
