City <br /> Council members: Ron Sackett, Susan Loo, Emily <br /> Jasiak, Jay Keany and Frost Yarnell <br /> Staff Present: Malcolm Fleming, City Manager <br /> Heather Balser, Deputy City Manager <br /> Kevin Watson, Finance Director <br /> Aaron DeJong, Director of Economic Development <br /> Troy Russ, Planning Director <br /> Scott Robinson, Planner I <br /> Diana Trettin, CIP Project Manager <br /> Nancy Varra, City Clerk <br /> Others Present: Sam Light, City Attorney <br /> PLEDGE OF ALLEGIANCE <br /> Miss Allison's Treehouse Learning Center's kindergarten class led the pledge of <br /> allegiance. <br /> APPROVAL OF AGENDA <br /> Mayor Muckle called for changes to the agenda. Council member Loo inquired about <br /> the previous tie vote on the landmarking for 1036 Walnut. It was her understanding a <br /> tie vote was a denial of the resolution. City Attorney Light explained when the Council <br /> previously voted on this matter, it was a 3-3 vote and the only resolution before the <br /> Council was one for approval. He explained at the end of a landmarking hearing the <br /> City Council must approve, deny or approve with conditions the landmarking.
