However, the western portion of
Hecla Reservoir and dam was previously dedicated to the City in 1991 in conjunction with the
Louisville Plaza Filing No 2. Subdivision and therefore improvement occurring on this portion
of the Reservoir and dam are the financial responsibility of the City.
Why Is thisproject needed and how does it support City Council's goals? The project is
neededbecause1)theworkhasbeenapprovedintheNorthEndSubdivisionAgreement2)
neededbecause1)theworkhasbeenapprovedintheNorthEndSubdivisionAgreement2)
the work accomplishes the first step in creating a Reservoir that can be molded into a birding
sanctuary as recommended by the Open Space Advisory Board and 3) the vision is guided, in
part, by the newly drafted Hecla Management Plan meeting Goals 11.1.a of the PROST.
What benefits will this project produce or what undesirable consequences will occur if it is not
approved? This project is needed so that Hecla Reservoir, adjacent to the North End
Subdivision, can 1) be filled with water 2) ensure safe construction and operation of the
Reservoir and 3) allow for possible water conveyance to Harney Lastoka.
If this project is not approved 1)the Reservoir will remain empty2) existing ditches at the
Steel Ranch Subdivision and at several other locations in town will need to remain operational
(MaporPhoto)
and 3) the management vision for the property will not be achieved.
What realisticoptions or alternatives have been considered and what are the pros and cons of
each? The Reservoir could be filled with soil and reseeded into a meadow. Pro-more
affordable. Con-1) loss of over $223,000 in Developer funding and their vision for the
Development 2) loss of vegetative and wildlife biodiversity at the site 3) loss of a body of
water.
HeclaReservoir2007
15
